表面に設けられた網体を有し、表面から裏面に貫通する多数の吸引口を有する第1抄型と、この第1抄型を支持し、該抄型の内部を吸引するための第1モールダーと、セルロースナノファイバを0〜5質量%含有する古紙再生パルプスラリーを収容した第1容器と、前記第1抄型とこれを支持した第1モールダーを、前記古紙再生パルプスラリーの表面の上方の不作用位置と、前記古紙再生パルプスラリー内に浸漬した作用位置との間で昇降させる第1昇降手段とを備え、前記第1抄型の網体上にパルプモールド第1層を抄造する第1抄造ステージ、
