制御部7は、燃料電池25の起動時の動作が既に完了し、発電可能な状態であるか否かを判定する(ステップS102)。この発電可能であるか否かの判定は、例えば、制御部7が、擬似電流生成回路6の制御を行い、電流センサ23に順方向の擬似電流を検出させた時の第1インバータ1に流れる電流の向きの変化により判定することができる。すなわち、図3の状態において、燃料電池25が発電可能である場合には、上述のように燃料電池25は発電を開始し、負荷26に電力供給を行う。しかし、燃料電池25は、電流センサ23が順潮流を検出している間のみ発電を行うため、燃料電池25が発電を開始しても第1インバータ1を流れる電流の向きが変化することはなく、燃料電池25から蓄電池11に向かって電力が供給されることはない。しかし、擬似電流生成回路6により電流センサ23に順潮流方向の擬似電流を検出させると、燃料電池25が蓄電池11に電力を供給する状態、すなわち、電流センサ23を流れる電流が逆潮流になっても、電流センサ23は擬似電流を検出することにより順調流を検出し続ける。従って、燃料電池25が発電を停止することはないため、第1インバータ1を流れる電流の向きはやがて逆方向に変化する。
