PROBLEM TO BE SOLVED: To provide a manufacturing technology of an exhaust emission control device which prevents a mat from being caught by portions of the device.SOLUTION: A manufacturing method of an exhaust emission control device includes the steps of: preparing an emission control member 20 which has a rectangular parallelepiped block shape and purifies an exhaust gas, a mat 30 wound around the emission control member 20, and a case 40 which stores the emission control member 20 around which the mat 30 is wound and has a substantially circular cross section; scraping a part of an outer periphery of the emission control member 20 into an arc shape and thereby forming an arc surface 25 leaving a flat surface 24; winding the mat 30 around the emission control member 20 partially scraped; and storing the emission control member 20, around which the mat 30 is wound, in the case 40.
