雨水等の流出抑制を目的として、プラスチックなどで製造された単位部材を地下に配列充填しその周囲を適宜シートで覆った雨水貯留浸透施設が普及している。この目的のため各種の異なる形状の単位部材が例えば特開昭62-101097、特開昭62-126179、特開平9-296486、特開平10-252108、特開平10-115778、特開平11-43971、特開平11-222886などに提案且つ使用されている。いずれの方法も単位部材を地下に配列し、その周囲を透水性若しくは遮水性のシートで包み、その内部空間に雨水等を貯留する浸透貯留施設とするものであった。
地震時においても上記雨水等の貯留浸透施設が機能を失わず使用可能とする免震性を高める方法が求められている。

平板部には平板部に開口する脚部の孔より少し大きめの孔を設けたシートが挿入される。
