来訪者に関する来訪者情報を来訪目的および行動予定とともに登録し、これに実際の行動状況を逐次に登録して関連付けていくデータベース手段と、
このデータベース手段に来訪者を照会することにより、当該来訪者が本人であることを認証するとともに、来訪者のための管理符号を当該来訪者にマーキングし、かつ、その個人情報などと関連付けて前記データベース手段に提供する来訪者特定手段と、
この来訪者特定手段によりマーキングした管理符号を許可エリアおよび防護エリアの各ゲートにおいて検出したときに、当該管理符号を前記データベース手段に照会して来訪者による進入、退出の可否を判定し、その判定結果を個人情報などと関連付けてデータベース手段に提供する行動追跡手段と、
