従来、我が国では、金属屑、焼却処分に適さないプラスチックごみ、コンクリート塊、アスファルト塊、可燃ごみの焼却にともなって発生した燃え殻及びばいじん、汚泥、建設残土、家屋の新築・解体工事にともなって発生した混合廃棄物などのごみは、山間の谷間や休耕田の埋め立て材として埋め立て処分されてきた。国土の狭い我が国には、このような埋め立て処分場が全国に多数散在している。これらの埋め立て処分場は、埋め立て処分ごみで満杯となると、覆土がなされた後、そのまま放置されるか宅地として跡地利用がなされてきた。なかには、覆土がほどこされることがないまま野ざらしになっているところもある。

近年では、埋め立て処分ごみの最終処分場の施設基準及び埋め立て処分ごみの処分の基準が定められると共に、埋め立て処分ごみの種類に応じて適宜定められた処分場へ埋め立て処分することが義務付けられている。

現行の我が国の法律の枠組みのなかで、ごみと最終処分場との対応は概略以下のとおりである。
ごみは事業活動に伴って排出される産業廃棄物とそれ以外の一般廃棄物とに2大別され、最終処分場は安定型処分場、管理型処分場及び遮断型処分場の3形式に区分されている。

安定型処分場は、特段の地下水汚染防止対策が施されておらず、腐敗や分解するおそれのない産業廃棄物のうち、ガラス、陶器、金属、廃プラスチック、建設廃材及びゴムくずなど、いわゆる安定5品目のみの埋め立て処分が許されている。
管理型処分場は、地下水の浸透を防止すると共に排水処理施設が設けられており、一般廃棄物、産業廃棄物の汚泥、燃え殻、鉱さい、ばいじんなどの埋め立て処分場として供されている。
遮断型処分場は、雨水の浸入を防ぐと共に浸出水が地中に漏洩することがない構造を有しており、有害物質を含む産業廃棄物の埋め立て処分を目的としている。

ところが、近年では、施設基準を満足する最終処分場の新規立地が困難であり、そのため埋め立て処分場に埋め立て処分されたごみを掘り起こして、分別した後に資源として再生しようという提案がなされている。
