しかしながら、EOGは発ガン性があると認められ、EOGによる滅菌作業が労働安全衛生法令により規制されている。そのため、病院で使用の滅菌器のEOG対策のために複雑な管理が必要になり、EOG滅菌に代わる代替方法が望まれていた。

滅菌対象物収納容器1内には、混合・気化器2が配置され、混合・気化器2には液送ポンプ3により亜塩素酸ナトリウム(NaClO)4と、液送ポンプ5により塩酸(HCl)6が供給される。混合・気化器2は皿状で底にガラスファイバー等の耐化学性に優れた繊維が敷かれている。二酸化塩素ガス(ClO)は、塩酸と亜塩素酸ナトリウムを一定の比率で混合すると発生し、水と塩化ナトリウムが残る。二酸化塩素ガスは殺菌、脱臭、プール水処理などに広く使用されており、発ガン性は認められない。
