【発明の属する技術分野】
この発明は、道路通行料金のマイレージ割引方法及びシステム並びにプログラムに関し、特にETCの普及を促進するとともに一般の有料道路利用者にとってETC前払割引サービスを利用しやすくするための方法及びシステムに関する。

【従来の技術】
高速道路の自動料金収受システム(Electronic Toll Collection System、以下「ETC」と記す)が実用化され、その普及が図られている。しかし、現時点でETC車載器を搭載している車両は一部にとどまる。広く普及しない理由として(1)ETC車載器及びそのセットアップのコストが高い、(2)ETCを利用するメリットが目立たない、ことが挙げられている。メリットとして料金所で停止する必要がなかったり、比較的空いているゲートを利用できて渋滞に巻き込まれずに済むという点があるが、これらとともに割引を受けるというメリットがある。

以下、ETC前払割引サービスについて図9を参照して説明する。
ETCを利用するにはまず提携クレジット会社にETCカードを申し込み、その後、ETC車載器を利用者の車両にセットアップする必要がある。これらが完了してから日本道路公団(道路関係3公団)にETC前払割引のユーザー登録申し込みを行う。ユーザー登録後にETCカードによりクレジットで前払いすることにより前払金+オプション分のデポジットが生じ、この範囲において利用者は有料道路をETCで利用できる。

現在のところ、割引額には2種類ある。
(1)申し込み単位:¥10,000−、利用可能金額:¥10,500−、オプション:¥500
(2)申し込み単位:¥50,000−、利用可能金額:¥18,000−、オプション:¥8,000
(1)のオプションは約5%、(2)のオプションは約13%であり、現在の金利等に比べて非常に高い。

このような有利な割引制度があるにもかかわらず、ETCの利用者は伸び悩んでいる。それは、ETC車載器のセットアップやETCカードの申し込み手続きが煩雑なためである。そこで、これらの一切の手続を代行する会社が現れている。当該会社を通じてETCの普及を図ることが可能であり、その役割を期待されている。ETCを利用することのメリットとして上記(1)(2)の割引を有料道路利用者に対してアピールすれば、ETCの導入はさらに促進されると思われる。

しかし、上記(1)(2)の割引制度には一般利用者にとって利用しにくいという問題がある。その理由は次のようなものである。個人差があるが平均的な個人の利用者の有料道路の利用額はそれほど高くなく、上記(2)の前払額:¥50,000−を使い切るまでに相当の期間がかかる。¥50,000−という金額は個人にとっては大金である。前払金はすぐにメリットが現れないいわば死に金であると考えがちなため、前払いを行わずにその分の現金を他に消費する傾向が強い。他方、上記(1)の前払額:¥10,000−では個人負担は少なくなるものの、メリットは少なくETC車載器導入費用を償却するまでに長期間を要し、利用者をETC車載器導入に踏み切らせるだけの動機付けには至らない。

【発明が解決しようとする課題】
この発明は上記課題を解決するためになされたもので、個人の有料道路利用者に大きな金銭的負担をかけることなく、ETC前払割引のメリットを享受させることのできる道路通行料金のマイレージ割引方法及びシステム並びにプログラムを提供することを目的とする。

【課題を解決するための手段】
この発明に係る道路通行料金のマイレージ割引方法は、
手続代行会社に会員登録を行った後に、有料道路の自動料金収受システム(Electronic Toll Collection System、以下「ETC」と記す)の車載器を当該会員の車両に取り付け、
前記手続代行会社は前記会員に代わりETC前払割引申し込みを代行するとともに前払金を支払い、
当該前払金支払いによるオプションを計算し、前記前払金と前記オプションの合計に係る利用可能金額を計算し、前記会員のアカウントに記録し、
前記会員の車両が有料道路を利用したときに、当該有料道路の利用明細を受け、前記会員の前記有料道路の通行料を計算し、併せて、前記有料道路の利用に係るマイレージを計算し、
前記会員に通行料を請求し、
前記オプションの範囲内において前記マイレージに応じて前記通行料の請求額を減額するか、または、新たに発生した通行料の請求の一部又は全部を免除する、ことを特徴とするものである。

【発明の実施の形態】
発明の実施の形態1.
この発明の実施の形態1に係る方法/システムについて図1〜図3を参照して説明する。なお、コンピュータネットワークを含む全体構成に関しては発明の実施の形態2、3及び関連図面を参照されたい。

ところで、マイレージ(milage, mileage)とはそもそもの意味はマイル数であるが、最近は航空会社利用の飛行マイル数の意味に使われ、その系列・提携ホテルでの宿泊や買物でもマイル数が増えて、無料航空券その他の特典を得ることができるものである。そのサービスは、マイレージサービス(mileage service)と呼ばれ、利用した飛行距離(マイル)に応じて無料航空券や旅行券などがもらえたり、座席のアップグレードなど、いろいろな特典が受けられるものである。この発明の実施の形態1においても同様の意味であり、有料道路の利用料金や距離に応じて通行料の割引や免除を受けることができる特典のことである。

図1はこの発明の実施の形態1に係る方法の手続を示すフローチャートである。
利用者は、ETC車載器の購入・レンタル・セットアップなどを代行するETC総合代行サービス会社に会員登録を申し込む。当該会社において申込者の審査を行った後に会員登録を行い、その旨を申込者に通知する(100〜103)。

当該利用者(以下、「会員」と記す)はETC車載器を会社に申し込み、そのセットアップを受ける(103〜105)。これでETCを利用可能になる。

会員がETC前払割引を利用したマイレージによる受益を希望する場合には、保証金の支払いとともに当該サービスを申し込む。この際の保証金は比較的少額でよい。なぜなら、会員登録の際に審査を行っていて一定の与信が可能であること、ETC前払金は当該会社名義でなされ、かつ、道路関係3公団において預かり金として処理され、会員からの費用回収ができない等のトラブルになったとき、当該預かり金の返還を請求して回収することができるので前払金の全てが損失とはならないからである。したがって、前記保証金は前払金額の一部で構わない。すなわち、会員は少額の保証金を支払うことによりETC前払割引を享受できるのである。前述のようにETC前払割引による金銭的メリットは約18%であり、その一部を会社の管理費用と相殺するにしても、会員には相当のメリットが生じる。このことは非常に大きなメリットであり、ETC車載器のセットアップ手続きを一括して依頼できるというメリットとともに会員となる動機付けとなるのである。なお、保証金に関して、会員は低額の会費を定期的に支払っているから、その一部を通行料支払に当てることもできるので、実際上トラブルになるケースは少ないと考えられる。

会社が道路関係3公団に対してETC前払割引の申し込みを代行する(106)。会員(当該会員の車両に搭載されているETC車載器)がETC前払割引を受けることになる。そして、会社が前払金の支払手続を行う(107)。当該会員の費用を会社が立て替えるので、その返還請求権は会社にある。以上の手続きにより会員に対して前払金+オプションのデポジットが生じる。この範囲で当該会員は有料道路を利用できる。

会員が有料道路を利用すると、当該ETC車載器により情報が発信され(109)、その通行料がデポジットから差し引かれる(110)。その利用明細は会社に送られる(111)。会社のコンピュータは通行料を精算するとともにマイレージとポイント(ポイントに関しては発明の実施の形態2,3の記載を参照されたい)の計算を行う(112)。そして、利用者に対して会費・通行料の請求を行う(113)。会員は会費・通行料を支払う(114)。なお、請求に際してオプションの範囲内においてマイレージに応じて前記通行料の請求額を減額するようにしてもよい。例えば、通行料が¥10,000−であり、そのマイレージが500kmであるとき、マイレージ換算係数:kとして、¥10,000−500×kを請求する。または、新たに発生した通行料の請求の一部又は全部を免除するようにしてもよい。例えば、上記例の500×kを次回請求の通行料から減額する。kは、マイレージによる還元利益がオプション比率(18%)よりも小さくなるように設定される。

他方、この発明の実施の形態1に係る方法/システムにより、会社は道路利用者を獲得し、会員に対する各種サービス供与によるビジネスチャンスを追求することができる。そして、究極的にはETCの普及・利用促進、「道の駅」の活性化促進、ひいては「道の駅」を通じた道路沿いの地域・地場産業の活性化、道路関連消費活動の活性化を実現できるのである。

発明の実施の形態2.
さらに、高速道路で利用されている情報紙のアンケートの回答者にポイントを与えることによりアンケートへの関心を高めるとともに、当該ポイントを電子マネーに変換することによってアンケートの促進を目的とするポイント還元システム及び方法を発明の実施の形態1の方法/システムと協同させてもよい。

上記情報紙は道路の利用者を対象とするものであり、高速道路のサービスエリア(SA)・パーキングエリア(PA)や一般道の「道の駅」などに置かれて多くの利用者に読まれている。この情報紙に寄せる利用者の関心と期待は高く、紙上で高速道路に対するアンケートを募集すると非常に多数の回答があり、しかもこれら回答がいずれも真摯なものである。

従来、この種のアンケートの回答者に対して特別な便宜をはかることはなかった。しかし、このように数が多く、真面目で質の高い利用者の声を、道路政策に反映させることが望ましい。すなわち、利用者を組織化し、その会員に対してあらゆる媒体を通して双方向のコミュニケーションを図り、会員のニーズを提言にとりまとめ、その声をETC(ノンストップ自動料金支払いシステム)をはじめとするITS(高度道路交通システム)事業、その他道路交通政策に反映させる必要がある。これにより、高速道路の利用者により安全で快適なカーライフを提供することができるのである。

この発明の実施の形態2のシステム/方法について、図面を参照して説明する。
図4は、このシステムの全体構成を示す概略図である。このシステムはETC(Electronic Toll Collection system:ノンストップ自動料金支払いシステム)の利用者に対してポイントを還元するものである。ETCシステムは、管理サーバへ情報を送る料金所の路側アンテナ、アンテナと通信する車載器、車載器に差し込まれるICカードを備える。車載器には予め車両の情報が登録されている。ICカードには個人情報や決済情報が記録されている。管理サーバと車載器の間で無線通信を行うことにより、通行料金を決済する。

図4において、ポイント処理サーバ1は、インターネットにアクセス可能な携帯電話(PDA(Personal Data Assistance)を含む)10、店舗等に設置された専用端末11、BSデジタルチューナ12、パソコン13からアンケートを受け、これをポイントに変換する。ポイント処理サーバ1は、アンケート用Webサーバ3からアンケート結果を受けたり、郵送されてきたアンケート用紙に記入されたデータをオペレータが入力したデータを入力部4から受けることもできる。アンケートWeb3サーバは、携帯電話10やパソコン13などに対してアンケートのWebページ(ホームページ)を提供し、利用者は当該ページ上でアンケートに答えることができる。アンケートの結果から、利用者の声の傾向を把握したり、その時間的な変化を調べたり、利用者の属性(性別・年齢など)による傾向を調べたり、地域・施設ごとの意見を集約したりできる。

決済サーバ2は、予め登録された会員それぞれがもつ電子口座に、ポイントを電子マネーとして振り込むとともに、ETCゲートなどの利用の際に各電子口座で決済処理を行う。具体的には、ETCゲート6を通じて、ETC車載器7からICカード8に記録された利用者の特定情報及び課金情報が道路管理サーバ5に送られる。ETCの利用金額の一部又は全部について電子マネーによる決済を行うために、道路管理サーバ5は決済サーバ2に利用者の特定情報及び課金情報を送る。決済サーバ2は、当該利用者の電子口座の残高を調べ、要求された決済を行うかどうか判断し、その結果を道路管理サーバ5へ返す。決済が無事に完了したら、道路管理サーバ5は利用者の車両のゲート通過を許可する。

図5は、ポイント処理サーバ1と決済サーバ2の機能ブロック図である。利用者からのアンケート回答を受けて、アンケートポイント化処理部21はアンケートをポイント化する。アンケートのポイント化はテーブル22を参照して行われる。テーブル22に記憶されているポイントは、アンケートの種類、回答内容ごとに予め定められている。他方、ETCの利用金額の受けて、ETC利用金額ポイント化処理部23はETC利用金額をポイント化する。ETC利用金額のポイント化はテーブル23を参照して行われる。テーブル23に記憶されているポイントは、利用金額、利用道路、利用経路ごとに予め定められている。アンケートによるポイントとETC利用金額によるポイントは、決済サーバ2で同様に扱われる。なお、アンケート回答によるポイント、ETC利用金額によるポイントのほかに、その他のポイント(事前予約ポイント、ふるさとポイント)を含んでもよい。

ポイント−電子マネー変換部31は、ポイント処理サーバ1からアンケートによるポイント及び/又はETC利用金額によるポイントを受け、これらを電子マネーに変換する。この電子マネーは、例えば、高速道路の利用料金に充当することができるものである。変換部31は、ポイント−電子マネー変換テーブル32を参照して、ポイントを電子マネーに変換する。変換テーブル32には予めポイントから電子マネーへの変換率が記憶されている。変換された電子マネーは、会員毎電子口座−電子マネーデータベース33に記憶される。データベース33は、ひとりの会員毎に当該会員の電子マネーの残高を記憶している。道路管理サーバ5等から電子マネーの支払要求を受けると、電子マネー決済処理部34は、データベース33を検索して要求された会員の電子口座の残高を調べ、決済可能であれば決済処理を行うとともに、要求元に対して電子マネーの支払いを通知する。他方、決済不能であればその旨を要求元に通知する。

なお、ポイントに換算する対象として、上記アンケート、ETC利用金額以外にも次のようなものが挙げられる。
・環境活動(空き缶回収による環境美化と省資源)をポイントに換算する。例えば、アルミ空き缶は1個10ポイント、スチール空き缶は1個5ポイント。
・SA(サービスエリア)・PA(パーキングエリア)で利用した食事、お土産品などの購入、情報端末での情報検索や電子決済の利用をポイントに換算する。
・ETCを率先して利用した利用者に対してポイントを加算する。例えば、ETCとそうでないゲートがあったとき、ほとんどの場合(例えば90%以上)にETCを利用する利用者に対してポイントを加算する。
