本発明はカード処理装置およびカード処理方法に関し、特にカードに異常が検出された場合に新しいカードを発行するカード処理装置およびカード処理方法に関する。

【従来の技術】
金融機関等が設置する自動取引装置、例えばATM(Automatic Teller Machine)を用いて取引を行なう自動取引システムが広く普及している。このような自動取引システムには、利用者を特定する情報を含むカード情報が記録されたカードが、利用者を識別するために利用されている。

しかしながら、このような自動取引システムは、カードの破損等によってカード情報が読み取れなくなった場合には、自動取引を利用することができなくなり、非常に不便である。そこで、取引においてカードへの書き込みができなかった場合にカード異常とみなして、新しいカードを発行する手法がある。また、カードが物理的に破損している場合に、新しいカードを発行するようにしたカード処理システムも提案されている(例えば、特許文献1参照)。

このようなカード処理システムでは、自動取引装置に搭載されるカード処理装置が、カードの物理的な破損を検出すると、カード利用者を特定する情報に基づいて、カード利用者の情報を管理している管理装置に新カード発行を通知してカード情報を取得し、このカード情報を新しいカードに記録して発行している。

【発明が解決しようとする課題】
しかし、従来のカード処理装置では、情報が読み出せないカードについては、新しいカードを発行することができないという問題がある。

従来のカードへの書き込みに失敗した場合に新しいカードを発行する手法は、前提としてカード挿入時にはカード情報が読み取れていなければならない。このため、カード情報が読み出せなかった場合には、新しいカードを発行することができない。

また、カードの物理的な破損を検出して新しいカードを発行するカード処理装置も、カード利用者を特定する情報をカードから読み取り、この情報に基づいて管理装置からカード情報を取得して新カードを発行する。つまり、カード挿入時にカード利用者を特定する情報、すなわち、カード情報が読み取れることが前提となっており、カード挿入時に情報がまったく読み出せなかった場合に新しいカードを発行することができない。

このように、従来のカード処理装置では、カードに記録されたカード情報が読み取れなかった場合には、新しいカードを発行することができないという問題がある。

また、従来のカード処理装置では、新しく発行されるカードは正式なカードであり、カード利用者が認められるすべての手続きを新しいカードで行なうことができる。このため、金融機関等の窓口でカードを再発行する場合に比べて、第三者による不正なカードの発行を防止することが難しいというセキュリティ上の問題がある。

本発明はこのような点に鑑みてなされたものであり、カードからカード情報が読み取れなかった場合であっても新しいカードを発行することが可能なカード処理装置を提供することを目的とする。

【課題を解決するための手段】
本発明では上記課題を解決するために、図1に示すようなカード処理装置が提供される。

カード処理装置1は、カードに記録されたカード利用者を特定する利用者特定情報を含むカード情報を用いてカードの異常を検出する異常検出手段2と、異常が検出された場合にカードの異常をカード利用者に通知し、利用者特定情報をカード利用者から取得する利用者特定情報取得手段3と、利用者特定情報とカード利用者の顧客情報とを照合してカード利用者を認証する認証手段4、および利用者が認証された場合にカード情報を新しいカードに記録して発行するカード発行手段5を具備しており、カードのカード情報の読み込みと書き込みを行なうリーダーライター部6、カード利用者による設定を入力する入力部7、およびカード利用者に所定の情報を提供する表示部8と接続し、さらに、顧客情報が格納された顧客マスタ10と接続している。

カード処理装置1では、異常検出手段2は、リーダーライター部6が読み取ったカードのカード情報が正常であるかどうかを判定する。カード情報が正常であればカードが正常と判断し、読み書きができない場合、あるいはカード情報が正常でない場合にはカード異常と判断する。カード異常が検出されると、利用者特定情報取得手段3は、表示部8を用いてカード異常が検出されたことをカード利用者に通知する。そして、入力部7よりカード利用者を特定するための利用者特定情報を取得する。このとき、カード利用者は、利用者特定情報取得手段3によって表示部8に表示される操作指示に従って、入力部7を用いて指示された情報を入力する。このようにして、利用者特定情報取得手段3によって利用者特定情報が取得され、認証手段4へ引き渡される。認証手段4は、利用者特定情報に基づいて、顧客マスタ10に格納されているカード利用者の顧客情報を取得し、顧客情報に含まれる利用者特定情報と利用者特定情報取得手段3が取得した利用者特定情報との照合によってカード利用者の認証を行なう。なお、顧客情報がホストの管理装置に格納されているような場合、照合は管理装置で行なわれてもよい。カード発行手段5は、カード利用者が認証された場合に、利用者特定情報に基づくカード情報を新しいカードに記憶して新しいカードを発行する。

また、上記課題を解決するため、カードに異常が検出された場合に新しいカードを発行するカード処理方法において、カードに記録されたカード利用者を特定する利用者特定情報を含むカード情報の読み込みが正常であるかどうかを判定し、カード情報が正しく読み込めない場合にカード異常と見なして、カード異常をカード利用者に通知し、利用者特定情報をカード利用者に設定させ、設定された利用者特定情報と、予め登録されているカード利用者の顧客情報に含まれる利用者特定情報との照合によりカード利用者を認証し、カード利用者が認証された場合に、利用者特定情報に基づくカード情報を新しいカードに記録して発行する、手順を有するカード処理方法、が提供される。

【発明の実施の形態】
以下、本発明の実施の形態を図面を参照して説明する。まず、実施の形態に適用される発明の概念について説明し、その後、実施の形態の具体的な内容を説明する。

本発明に係るカード処理装置1は、カードの異常を検出する異常検出手段2、カード利用者を特定する利用者特定情報を取得する利用者特定情報取得手段3、カード利用者を認証する認証手段4、およびカード発行を行なうカード発行手段5を有する。また、カード処理装置1は、カードに記録されたカード情報の読み込みと書き込みを行なうリーダーライター部6、カード利用者が行なった操作や設定の入力情報を生成する入力部7、およびカード利用者へ操作説明などのカード利用者への提供情報を表示する表示部8を備えた自動取引装置に搭載される。

異常検出手段2は、リーダーライター部6でカード情報の読み込み、あるいは書き込みにおいて発生したエラー情報および読み出されたカード情報を取得し、正常にカード情報が読み込まれたかどうかを判定する。通常、書き込みの際には、書き込みが正常に行なわれたことを確認するため、書き込み後に読み出しが行なわれる。この場合には、読み込みにおいて異常検出処理が行なわれればよい。異常検出手段2では、エラー情報に基づき、読み出しができなかったなどのエラーが発生した場合、および、取得したカード情報が正常でなかった場合にカード異常とみなす。カード異常とみなした場合は、利用者特定情報取得手段3を起動し、カード異常を通知する。

利用者特定情報取得手段3は、カード異常の場合、表示部8にカード異常を知らせる画面を表示し、カード利用者に通知する。そして、入力部7より、カード利用者を特定するための利用者特定情報に関する項目を順次設定するようカード利用者に操作を促す画面を表示する。利用者には、例えば、利用者を識別するため利用者個々に割り当てられた識別番号や、利用者のみが知っているはずのパスワードや暗証番号を入力させる。画面に従ってカード利用者が設定した入力情報を入力部7より取得し、利用者特定情報を生成する。利用者特定情報は、認証手段4へ送られる。

カード利用者がカードを自動取引装置に挿入すると、リーダーライター部6がカードに記録されたカード情報の読み出しを行なう。読み出し時のエラー、あるいは、読み出されたカード情報は、異常検出手段2へ送られる。異常検出手段2は、正常に読み出されなかったと判定した場合には、カード異常と見なし、利用者特定情報取得手段3を起動する。利用者特定情報取得手段3は、表示部8と入力部7を用いて、カード利用者に利用者特定情報に関する項目を設定してもらう。設定された情報に基づいて利用者特定情報が生成される。認証手段4は、利用者特定情報と予め顧客マスタ10に格納されている顧客情報とを照合してカード利用者の認証を行なう。カード利用者が認証されると、カード発行手段5は、利用者特定情報に基づくカード情報を新しいカードに記録し、発行する。

このように本発明では、自動取引においてカードの異常が検出された場合でも、認証の後に新しいカードが自動発行されるため、カード利用者の利便性を向上させることができる。また、認証のための情報はカード利用者によって設定されるため、カードに記録されたカード情報がまったく読めない場合でも、新しいカードを発行することができる。

以下、金融機関の自動取引装置に用いられる磁気カードに本発明が適用される場合を例にとり、実施の形態を説明する。この磁気カードは、カードに設けられた磁気ストライプ(以下、MSとする)に「銀行番号」、「支店番号」、「口座番号」がカード情報として記録されている。また、カード表面には、エンボス加工が施されており、「支店番号」、「口座番号」などが刻印されている。

利用者によって自動取引装置15にカードが挿入され、自動取引が開始される。まず、リーダーライター部6が、カードのMSに記録されたカード情報の読み取りを行なう。このとき、カード情報が読み込めない、あるいは読み取り異常等のエラーが発生した場合、異常検出手段2にエラーが通知される。また、異常検出手段2がリーダーライター部6で読み取られたカード情報を検査し、読み取り異常を検出するようにしてもよい。異常検出手段2は、このようなMSの読み取り異常により、カード異常(MS破壊)と判定し、利用者特定情報取得手段3を起動する。

以上のように、本発明の実施の形態では、カード異常が検出された場合、仮カードを発行することにより、カード利用者の取引を続行可能にする。このとき、カードに記録されたカード情報の読み込みができなくても、利用者に登録させることにより、仮カードを発行することができる。また、仮カードの発行時には、カード利用者が正しい利用者であるかどうかの認証が行なわれため、不正なカード取得を防止することができる。さらに、正規の新カードは、窓口での受け取り、あるいは、顧客の自宅に送付されるため、より安全にカードを発行することができる。このように、本発明では、セキュリティを保持しながら、カード利用者の利便性を向上させることが可能となる。

ここで、仮カードの発行から廃棄までの管理について説明する。
まず、仮カードのMSに有効期限を記録しておき、有効期限を自動取引装置でチェックする管理方法がある。この場合、仮カードを発行する際に、仮カードのMSの予備領域に仮カードの有効期限を書き込んでおく。仮カードの有効期限は、発行する際にホストで決められ、カード処理装置に送られる。
