従来、オフィスなどにおいては、LAN(Local Area Network)を介して各ユーザが使用するコンピュータPCや印刷装置を接続し、ファイルの共有や印刷装置の共有が普通に行われるようになり、印刷装置としても、プリンタ機能以外に、複写機機能、イメージスキャナ機能、ファクシミリ機能等を有する高機能・高性能な画像形成装置が多く使用されるようになってきている。これらの画像形成装置は、複数のユーザが使用する場合、特にプリンタ機能や複写機機能等の印刷機能の使用に際する用紙への出力枚数には、予算上の観点、環境負荷の観点等から、無制限な出力を防止して用紙やトナーの無駄な消費を防ぐため、更には管理者が行う使用量に応じた課金情報の集積のために、部門管理というシステムが導入されてきた。

このような部門管理としては、画像処理装置内にある記憶装置を用いて部門管理情報を保持する方法と、ネットワークサーバ上に部門管理情報を保持する方法等が知られている。ネットワークサーバ上に部門管理情報を保持する方法では、複数の画像処理装置が集中管理されるのが一般的であるために、当初より比較的大容量の記憶装置が使用されているので、部門毎に印刷枚数以外の異なったデータの収集も容易である(特許文献1参照)。しかしながら、画像形成装置内の記憶装置に部門管理情報を保持して部門管理を行う場合、その記憶装置の限られた記憶容量内で部門管理機能を実現するしかない。
