本発明は車両管理システムに関し、特に違反および/又は盗難車両を遠隔的に管理する車両管理システムに関する。

自動車および自動二輪車等の車両は、法令による厳しい登録規制があるが、自転車の防犯登録は任意である。いずれの場合も登録用紙に記入される基本データは、警察本部で電子データとして一元管理されている。これらの情報に基づいて、車両の管理を行い、防犯および/又は違反の検挙等に供されている。

次に、警察官による車両の駐車違反を取り締まる場合の一般的な手順について説明する。警察官が車両のナンバープレートや車種等を手書きにより記録し、一定時間の警告後に必要があればレッカーにより移動する。一方、車両の盗難に関しては、車種や色を基本に捜索し、警察官がナンバープレートを肉眼で確認することにより照合している。また、放置自転車の場合には、自治体の職員が定期的にまとめて撤収し収容する。防犯登録がある自転車に関しては、警察本部に通報後、保存データと照合され、持ち主に通知される。

斯かる車両の違反又は盗難等の防止に関する技術分野における従来技術として、種々の技術が提案されている。自転車のフレームに、登録コード、持ち主の氏名、住所、電話番号、自転車の車体番号等を電気的に書き込んだ防犯登録ステッカを貼付し、これを警察官等が携帯するハンディ型リーダ装置により読み出すことにより盗難自転車か否か判定する防犯登録システム、防犯登録ステッカおよびリーダ装置を開示している(例えば、特許文献1参照。)。また、新車登録時にナンバープレートや外見で容易に識別可能な車種、色等の情報を予めIDコードとして登録したIDチップを車両に搭載させ、地上局で通過する車両のIDチップと交信して該当するIDコードの車両を検出する自動車追跡システムが開示されている(例えば、特許文献2参照)。更に、車両固有の識別情報を予め記憶させた車載ICタグの情報を質問手段で読み出して、駐車違反車両を駐車違反検出手段により検出する駐車違反車両の検出装置が開示されている(例えば、特許文献3参照。)。

【発明が解決しようとする課題】
自転車は、いまだ完全登録制になっていない。その主な理由は、自転車の値段が安価であり且つその総台数が大変多いことである。また、警察署では、現在管理されている多くのデータを頻繁に有効活用し処理可能なシステムを備えていない。更に、ユーザも、購入時に登録用紙に記入してそれを警察署へ持参する手間を考えると、防犯登録がそれほど魅力的でない。

しかし、放置自転車の大部分が身元不明の自転車であることを考えると、自転車の完全登録制を可能にし、そのデータを幾つかの用途に有効活用するシステムが必要である。また、従来の盗難車両の捜索も、十分迅速、確実且つ効果的に行われていないという課題があった。

本発明は、従来技術の上述した課題に鑑みなされたものであり、迅速且つ確実に違反および/又は盗難車両の管理が可能な車両管理システムを提供することを目的とする。

上述の課題を解決するため、本発明による車両管理システムは、次のような特徴的な構成を採用している。

前記車両の情報を一元管理するサーバを車両管理センタに備え、前記車両の前記ICチップから読み出した情報を前記サーバに照合し、前記車両管理センタから前記車両の所有者に通知する車両管理システム。

【発明の実施の形態】
以下、本発明による車両管理システムの好適実施形態の構成および動作を、添付図面を参照して詳細に説明する。

図1は、本発明による車両管理システムの好適実施形態のシステム構成図である。本発明の車両管理システムにあっては、自転車10aおよび車両10bの購入時に、それぞれICチップ12a、12bを付すことを前提とする。このICチップ12aには、例えば所有者の氏名、生年月日、住所および電話番号等が予め登録される。また、ICチップ12bには、例えば所有者の氏名、免許証番号、住所、車種、色およびNO(車体番号)等の情報が予め登録されている。

これらICチップ12に登録された情報は、例えば取締官の携帯端末(リーダ)14により読み取られる。この読み取られた情報は、インターネット網16を介して警察署20aおよび官公庁・自治体20b等の車両管理センタ20へ送信される。この車両管理センタ20は、車両基本情報を一元管理するサーバ18を備えている。

次に、盗難車両の捜索動作を説明する。先ず、盗難車両10bの所有者22が、警察署20aに被害届を出す。警察署20aは、サーバ18から所有者のデータを取り出す。そして、所定地域(又は全国各地)の警察官(又は捜査官)の携帯端末14へデータを一斉送信する。警察官は、携帯端末14に送信されてきたデータに基づき、車両の車種および色で該当車両を絞り込む。該当車両を発見次第、警察官は、携帯端末14で車両10bのICチップ12bのデータを読み取り、インターネット網16を介してサーバ18へ送信し、照合確認を行う。盗難車両であることを確認して、直ちに必要な措置をとる。
