本発明は、移動可能な通報物の情報を逐次収集するシステムに関し、特に、カメラ付き携帯端末装置を用いた通報物情報収集システムに関する。

従来、固定的に設置した監視カメラにより得られた画像に基づいて異常検知を行う技術がある(特許文献1参照)。

【発明が解決しようとする課題】
しかしながら、移動する監視対象物を広い範囲で追跡的に監視するには、多数の設置カメラが必要となる。そのような多数のカメラの設置はコストの面からも、また、設置場所の確保の観点からも現実的ではない。カメラの設置箇所を減らせば、死角が増加してしまう。

本発明はこのような背景においてなされたものであり、その目的は、不特定多数のユーザの所持するカメラ付き携帯端末装置を利用することにより、多数の固定設置カメラを用いることなく、通報物の情報を継続的に収集することができる通報物情報収集システム、カメラ付き携帯端末装置およびサーバを提供することにある。

【課題を解決するための手段】
本発明による通報物情報収集システムは、複数のカメラ付き携帯端末装置(カメラ端末)とサーバとが通信ネットワークで相互に接続された通報物情報収集システムであり、各カメラ端末は、カメラ撮影手段、位置検出手段、およびデータ通信手段を備える。第1のカメラ端末は、そのユーザの指示に従って、前記カメラ撮影手段により通報物の撮影を行い、前記データ通信手段により、第1通報情報として、当該第1のカメラ端末の撮影画像、撮影時刻、前記位置検出手段により検出された位置情報を前記サーバへ送信する。前記サーバは、データ通信手段およびデータ記憶手段を備え、前記第1通報情報を前記データ記憶手段に蓄積し、前記位置情報に基づきその周辺に位置するカメラ端末に対して前記データ通信手段により少なくとも前記撮影画像を送信して第2通報を依頼する。前記第1のカメラ端末を含みうる第2のカメラ端末は、前記第2通報の依頼に応じたユーザの指示に従い、前記撮影画像から認識される通報物の撮影を行い、第2通報情報として、当該第2のカメラ端末の撮影画像、撮影時刻、位置情報を前記サーバへ送信する。前記サーバは、前記第2通報情報を前記データ記憶手段に蓄積し、当該第2通報情報に含まれる位置情報を基にその周辺に位置するカメラ端末に対して更なる第2通報を依頼し、当該カメラ端末から応答された更なる第2通報情報を前記データ記憶手段に蓄積する。

第1のカメラ端末から通報物の撮影画像、撮影時刻、位置情報を含む第1通報情報がサーバへ送信されると、その第1のカメラ端末の位置周辺のカメラ端末に対して第1通報情報に含まれる撮影画像が送信され第2通報の依頼がなされる。これに応答した第2のカメラ端末のユーザは当該通報物の撮影を行い、これを第2通報情報として、新たな撮影画像、撮影時刻、位置情報をサーバに送信する。この第2通報情報を基にさらに新たな第2通報の依頼も行われうる。このようにして、不特定多数のユーザの所持するカメラ端末を利用することができ、多数の固定設置カメラを用いることなく、通報物の情報を継続的に収集することが可能となる。

図1に、本発明が適用される通信システムとしての、複数のカメラ付き携帯端末装置による通報物情報収集システムの構成例を示す。なお、本明細書ではカメラ付き携帯端末装置を単にカメラ端末または端末ともいう。

図1には、カメラ端末として2個のカメラ端末10A,10Bのみを示すが、本発明におけるカメラ端末は不特定多数のユーザが所有するものであり、実際には多数のカメラ端末が存在する。カメラ端末10Aとカメラ端末10Bとは基地局2A,2Bおよび制御局1を介して相互に音声およびデータの通信を行うことができる。また、カメラ端末10は、基地局2、制御局1およびゲートウェイ6を介して公衆回線網8と接続され、サーバ50にアクセスすることができる。端末は基地局から絶えず出力されている位置登録エリア情報を監視し、自己の属する基地局エリアを認識するとともに、基地局10および制御局1を介して位置登録局4に自己の現在の情報の登録を要求する。位置登録局4は、制御局1およびゲートウェイ(移動通信関門局)6に接続され、各端末について、その属性である端末ID、電話番号、課金情報、現在位置する基地局エリアの情報を登録、管理する。

図2は、本実施の形態におけるカメラ端末10の構成例を示す。カメラ端末10の全体の動作はCPU220により制御される。CPU220は、制御ライン200を介して、通信部203、表示制御部209、操作部206、ROM207、RAM208と接続され、これらの各部を制御する。通信部203は、携帯電話の送受信処理を行う部位であり、アンテナ202により無線インタフェースを介して基地局と接続される。表示制御部209は例えば液晶ディスプレイのような表示部210の表示制御を行う部位である。操作部206は、テンキーや各種操作キーを含み、ユーザの入力指示を受け付ける部位である。ROM207は、CPU220により実行される固定的なプログラムおよびこれに付随した固定的なデータを記憶するメモリである。ROM207は、フラッシュメモリのような再書き込み可能な不揮発性メモリを含んでもよい。RAM208はCPU220の利用に供されるデータの一時保存領域や作業領域を提供するメモリである。

以下、本実施の形態の動作を説明する。

図5に示すように、携帯電話の移動通信システムは複数の基地局A〜Jがそれぞれの通信エリアを担当し、移動局である端末が移動してもいずれかの基地局の通信エリア内であれば、通信が行えるようになっている。また、端末自身、現在自己が属する基地局エリアを認識することができ、現在の端末の位置は位置登録局により管理される。本発明では、カメラ端末が広く普及し、どの基地局エリア内にもそのようなカメラ端末を所有する者が存在することを想定している。

本発明における移動監視対象物(通報物)は、カメラ撮影が可能で、かつ、時間経過によりその位置を変えうる任意の物体であり、人、物、動物、車両等でありうる。今、監視対象物71が図5に示したある基地局Bのエリア内で発生または発見され、これが基地局Cのエリア、基地局Fのエリアを経由して基地局Gのエリアまで移動したとする。

基地局Bのエリア内にいるカメラ端末ユーザB1は、通報物71を発見したとき、自己のカメラ端末10を用いて、サーバ50(図1参照)に通報する。このとき、ユーザは、メニュー選択または所定のボタン指示等の所定の操作によりカメラ端末に備えられたエマージェンシー連絡モードを起動する。これにより、カメラ端末に例えば図6(a)に示したような「第1通報画面」が表示される。この画面には「通報物を撮影すると自動的にセンターへ通報がなされます。後程、確認の連絡があることがあります。」のようなメッセージが表示される。このときカメラ撮影待ちの状態となっており、ユーザがカメラを被写体に向けてシャッタボタンを押すと、撮影が行われる。キャンセルボタンを指示すると、エマージェンシー連絡モードは解除される。

通報物の撮影後、図6(b)に示すように例えば「次の画像を通報してよいですか?」というような通報の是非を確認するメッセージとともに、その撮影画像が端末の表示画面に表示される。この画面情報には、サーバをアクセスするための情報が関連づけられている。ユーザがOKボタンを指示すると、カメラ端末は、その情報に基づいてサーバ50へアクセスし第1通報を行う。第1通報とはカメラ端末ユーザが自発的に通報を行う場合の通報であり、後述するサーバ50からの依頼により通報する第2通報と区別される。第1通報の内容は撮影画像、撮影時刻、基地局情報(自端末が現在登録されている基地局エリアの識別情報)、通報者IDである。本実施の形態では基地局情報が位置情報を構成する。ここで、通報者IDとは、カメラ端末の電話番号、電子メールアドレス等、サーバ側がユーザを特定でき、かつユーザに対して連絡をとるために利用できる通報者識別情報である。

端末からサーバへの第1通報は電子メールで行うことができる。その場合、サーバ50の連絡先電子メールアドレスは、エマージェンシー連絡のためのアプリケーションのインストール時に予め端末内に保存されているものとする。この例では、エマージェンシー連絡モードの起動後に図6(b)の画面でOKボタンが指示されたときに、メールへの撮影画像ファイルの添付およびサーバへのメール送信が行われるものとする。このメールの生成には、撮影画像が添付される以外の、宛先、主題、送信元、本文(規定メッセージおよび好ましくは端末の電話番号)が関連づけられたテンプレートを利用することができる。

但し、上記第1通報の内容がサーバへ送信できれば、電子メール以外の任意の通信プロトコルを利用してもよい。例えば、サーバ50をWebサーバとし、httpプロトコルを利用して、端末からサーバ50にアクセスした後、規定のメッセージおよび撮影画像をサーバ50へ転送するようにしてもよい。

第1通報を受けたサーバ50では、好ましくは、担当者が撮影画像をチェックして、それが追跡に値する通報物であるかどうかを判断する。必要であれば、第1通報を行ったユーザに連絡をとり、事情を確認する。また、同じ通報物について別個のカメラ端末から独立に第1通報が行われる場合も考えられる。このような場合に、エマージェンシー連絡の対象とする第1通報を一つに絞るようにしてもよい。第1通報情報の蓄積自体は複数行っても構わない。このような通報物に対する判断がサーバにおいて自動的に行えれば、担当者の介在は不要である。自動的に行う代わりに、サーバは、担当者の判断結果の入力に基づいて、動作することができる。

サーバ50は、少なくとも追跡要と判断された第1通報について、固有の第1通報番号および撮影画像IDを付加し、これらを基地局ID、撮影時刻、通報者IDとともに、第1通報情報として、例えば図10(a)に示すような、外部記憶装置316内に設けられた第1通報情報管理テーブル81に登録する。図10は本実施の形態において用いるデータベースの構成例を示す図である。撮影画像IDに対応する画像データ83は固有の撮影画像IDを付されて、外部記憶装置316内に記憶される。図10の「通報者ID」は上述した通報者IDまたはそれに関連づけられた情報である。

第1通報の通報物が追跡に値するものと判断されたら、サーバ50は、図7に示すように、第1通報で知らされた基地局情報で特定される基地局(この例では基地局B)とこれに隣接する基地局(この例では基地局A,E,F,C,I,H)において、少なくともカメラ端末に対して、第2通報を依頼する同報通信を行う。図7の例ではハッチングを施した基地局エリアが連絡先の範囲である。この同報通信は、当該基地局の制御局に対して、例えば共通制御チャネルを用いることにより、当該基地局内の端末に対してエマージェンシー連絡信号を送信させる一方、端末にはこれに応答して、図8(a)のような、予め用意された「第2通報にご協力下さい。」というような規定メッセージを含む画面を表示させる。この画面情報には、サーバをアクセスするための情報が関連づけられている。カメラ付きでない端末については、上記エマージェンシー連絡信号に応答する機能を備えていないため、応答しない。

図8(a)の画面で、ユーザがNoボタンを指示すれば、協力拒否となる。Yesボタンを指示すれば、端末が自動的にサーバ50にアクセスして、「次の画像のものを見つけた方はカメラで撮影して下さい。後程、確認の連絡があることがあります。」というような規定メッセージおよび第1通報の画像データを受信する。この例を図8(b)の画面に示す。この画面でキャンセルボタンが指示されると、協力拒否となる、または、図8(a)の画面に戻る。OKボタンが指示されると、撮影待ち状態になる。撮影が行われると図8(c)のような画面が表示される。これは図6(b)の場合と同様、OKボタンの指示により新たな撮影画像を含む第2通報情報がサーバへ送信される。図9では、基地局C内のユーザC2が第2通報を行う例を示している。

なお、サーバから端末へのエマージェンシー連絡(兼第2通報依頼)には、共通制御チャネルを用いる代わりに、端末に対する、撮影画像を添付した電子メールを利用することもできる。この場合の送信先のメールアドレスとしては、予め本サービスに協力するユーザの登録メールアドレスの中から、当該連絡先基地局エリア内にいるユーザのメールアドレスを選択して用いる。

第2通報情報を受けたサーバ50は、好ましくは、担当者が撮影画像をチェックして、それが第1通報での追跡物と同じものであるかどうかを判断する。必要であれば、第2通報を行ったユーザに連絡をとり、事情を確認する。このような判断がサーバにおいて自動的に行えれば、担当者の介在は不要である。あるいは、誤報等も含めて、通報履歴を事後的に検証すれば足りる、とする場合にも担当者の介在は不要である。サーバ50は、第1通報での追跡物と同じものであると判断された撮影画像について、固有の第2通報番号および撮影画像IDを付加し、これらを第1通報番号、基地局ID、撮影時刻、通報者IDとともに第2通報情報として、例えば図10(b)に示すような、外部記憶装置316内に設けられた第2通報情報管理テーブル82に登録する。撮影画像IDに対応する画像データ83は、第1通報の画像データと同様、固有の撮影画像IDを付されて、外部記憶装置316内に記憶される。

その後、サーバ50は、担当者の指示に応じて、再度、エマージェンシー連絡を行う。その際、追跡物の位置する基地局エリアが変わっていれば(例えば図9に示したように、基地局Bから基地局Cのエリアへ移動していれば)、連絡先の基地局を更新する。

このエマージェンシー連絡に応答したユーザの通報は第3の通報と呼ぶべきものであるが、実質的に第2通報と変わらないので、本明細書では第3通報以降を便宜上すべて「第2通報」と呼ぶ。但し、特に区別する場合には第3以降の序数を用いる。第3通報以降ではエマージェンシー連絡で通知する撮影画像を直前のいずれかの通報の撮影画像に置き換えるようにしてもよい。通報物の外観が時間と共に変化する場合には、この置換によって、より現在に近い外観をエマージェンシー連絡に用いることができる。置換に利用する新たな画像の選択は自動で行ってもよいし、担当者がより適切な画像を選択するようにしてもよい。

以上のようにして、サーバ50には第1通報により追跡を開始した通報物についての撮影画像および位置情報が時刻情報とともに、逐次累積されていく。追跡物が危険物や犯罪等に関わるものである場合には、当局等がこのデータを利用することにより、迅速な対応を行うことが可能となる。

カメラ端末のユーザが通報すべき監視対象物を発見したとき、前述のように、ユーザの第1通報の指示操作に応じて(S11,Yes)、端末は第1通報モードに移行する(S12)。このとき、図6(a)で説明したような第1通報画面が表示される。キャンセル指示があれば(S13,Yes)、ステップS11へ戻る。ユーザ操作に従ってカメラのシャッターがONとなると(S14,Yes)、図6(b)で説明したような確認画面が表示される(S15)。ユーザによるOKの指示があれば(S16,Yes)、前述した内容を含む第1通報がサーバに対して行われる(S17)。その後、第1通報モードは自動的に解除される(S18)。前述のように端末からサーバへの第1通報が電子メールで行われる場合には、ステップS12の第1通報画面情報はカメラ端末内に用意され、オフラインで行われる。これに対して、第1通報をWebサーバに対して行う場合には、第1通報画面はサーバから受信することができる。

サーバは第1通報を受けると(S31,Yes))、その通報内容に基づいてそれが追跡対象とすべきかどうかを、自動的に、または、担当者の判断結果の入力指示に基づいて判定する。この判定結果が「追跡要」であれば(S32,Yes)、第1通報の内容を第1通報情報管理テーブル81(図10)へ登録すると共に、その撮影画像データを蓄積する(S33)。具体的には、その第1通報に対して、第1通報番号および撮影画像IDを割り当て、受信した基地局情報、撮影時刻情報とともに、第1通報情報管理テーブル81に登録する。ついで、エマージェンシー連絡を行うべき連絡先の基地局を決定する(S34)。これは前述したように、第1通報のあった基地局エリアとその隣接基地局エリアが対象となる。但し、これらのエリアは「周辺」の一例であり、本発明はこれに限定されるものではない。サーバは、これらの基地局の全端末に対してエマージェンシー連絡(第2通報の依頼)を行う(S35)。

エマージェンシー連絡を受けた端末は、前述のように図8(a)のような画面を表示する。これに対してユーザがYes指示を行えば、端末はサーバにアクセスする。サーバはこのアクセスをユーザが協力を申し出る応答(協力可応答)と解釈し(S36,Yes)、端末に対して、図8(b)に示したような第2通報用の画面情報を端末に送信する(S37)。端末においてカメラ撮影が実行され、図6(c)に示したような画面でOK指示がなされた場合、サーバに第2通報の情報が送信される。サーバはこの情報を受信すると(S38,Yes)、自動的にまたは担当者の判断結果の入力指示に基づいて、この第2通報情報が有効かどうかを判定する(S39)。このステップでは、第2通報情報自体の有効性を判断するのみならず、冗長な第2通報情報を無効と判断する処理を含んでもよい。例えば、基地局IDが同じ第2通報については、予め定めた個数を超える第2通報情報を無効として無視することができる。その際には、時刻の新しい方の第2通報情報を蓄積し、古い方の第2通報情報を破棄することが好ましい。

ステップS39で、その第2通報情報が有効であると判断されれば、この第2通報の内容を第2通報情報管理テーブル82(図10)へ登録すると共に、その撮影画像データを蓄積する(S40)。具体的には、第2通報に対して、第2通報番号および撮影画像IDを割り当て、受信した第1通報番号、基地局情報、撮影時刻情報とともに、第2通報情報管理テーブル82に登録する。担当者が終了の指示を行えば(S41,Yes)、最初のステップS31へ戻る。同一の第1通報について、所定時間以上、後続の第2通報が途切れた場合には、自動的に処理終了と判断して、ステップS31へ戻るようにしてもよい。終了でない場合、当該第2通報についてエマージェンシー連絡を行うかどうかを判断する(S42)。短時間内に有効な複数の第2通報が発生した場合、それらすべてについてエマージェンシー連絡を行うことは無駄であり、また、サーバでの対応を複雑にするので、そのような第2通報については更なるエマージェンシー連絡(第2通報依頼)のトリガとしては用いないようにするためである。この判断は、担当者が判断してもよいが、時間判断等に基づいて自動的に行うことも可能である。例えば、予め定めた単位時間内に複数の有効な第2通報がある場合、その1つを更なる第2通報依頼のトリガとして用いる、等の処理が考えられる。この際、基地局IDの異なる第2通報が重複する場合がある。その場合、最も時刻の新しい第2通報を選択する、蓄積されている第2通報の中で最も多い基地局IDを選択する、両者の折衷、等の処理を行う。
