【課題を解決するための手段】
黒色に染色又は印刷した用紙（３）の上に、黒色の迷彩模様（２）を重ねて印刷し、その上からブラックライトで発色する蛍光面を持つ構造にする。

この用紙に、極秘情報等を黒色でプリントアウトする。

肉眼では黒い用紙の上に黒い迷彩模様が有り、黒い印字の判読は困難である。

【発明の実施の形態】
用紙を全面黒色に染色又は印刷する。

用紙の黒色と後の印字の黒色とでは、少し色に差が出来てしまうので、よりいっそう判読しづらくするために、その上から黒色で乱数や地紋等の迷彩を重ねて印刷する。

その上から、ブラックライトで発色する無色の蛍光インキで全面を印刷する。

こうして出来た本発明のコピー不可用紙にプリンターで極秘情報等を黒色でプリントアウトし、コピー不可書類を製作する。
