本発明は、対話形式で、文字データを通信するシステムに関し、特に、いわゆる110番通報といわれる警察通報に好適な対話型通報システムおよび対話型通報システムに用いられるサーバ装置に関する。

【従来の技術】
事件、事故等の各種事案の警察への通報のために、いわゆる110番通報といわれる警察通報用の電話がある。これは通話による警察への通報であるため、聴覚障害者および言語障害者が利用するのは困難である。このため、既に、このような障害者が容易に利用できることを目的として、ファックスを用いた警察への通報も認められている。さらに、外出先などでファックスが使用できない場合にはメール110番といわれる通報システムが稼働している。

このメール110番システムは、携帯電話などとメールサーバとにより構成される携帯電話で利用できる電子メールシステムを用いて、障害者が警察への通報電子メールで行なう。このシステムに用いられる電子メールは、通信回線によって端末どうしを接続して、通報相手である警察に緊急性の高い情報を伝達する。このような電子メールの一般的な特徴として、相手が不在でも、受信側のメールボックスに情報が自動的に蓄積されるため、送信者も受信者も時間的および空間的に拘束されないことがある。

なお、以上のように、本発明についての従来の技術を、出願人の取得したい一般的技術情報に基づいて説明したが、出願人の記憶する限りにおいて、出願前までに先行技術文献情報として開示すべき情報を出願人は有していない。

【発明が解決しようとする課題】
しかしながら、ファックスを用いた110番通報では、外出先での利用および対話形式での通報が困難である。携帯電話での電子メールを用いた110番通報では、外出先での利用には適しているが、メールシステム自体が大量のダイレクトメールやウイルスを含んだメールなどの犯罪的なメールに対して無防備であって、そのような犯罪的なメールによりメールの送達が遅延することがある。すなわち、メールサーバは送信先のメールサーバや経由するメールサーバが大量の送信メールを処理できないでハングアップすると、110番通報の電子メールが送信元のメールサーバに一旦蓄積される。その一方、送信者は緊急性の高い電子メールが、そのように一旦蓄積されていることがわからない。その後、送信先のメールサーバや経由するメールサーバが正常に動作すると、一旦送信元のメールサーバに蓄積されていた110番通報用の電子メールが送信先である警察に送信される。そのため、このような事態が発生すると、即時性に欠けるのみならず、通報者は電子メールが送達されていないことがわからないので警察が受信していると信じて、警察からの返信がないことに非常に大きな不信感を抱くことになる。このことは、国民の安全を守る警察の信頼を根幹から揺るがしかねない大きな問題になりうる。

また、たとえ、上記のような事態が発生していなくても、電子メールは手紙による通信に類するものであり、送信と返信とを繰返して、送信者(通報者)と受信者(警察)とが互いに伝えたいことを伝達し合う。さらに、通報者が被害者である場合には、その通報者が混乱していて、警察に必要な情報を伝達することが困難な場合がある。混乱している通報者が、送信と返信とを文字で繰返すことにより通報者が警察に必要な情報を的確に知らせることは、非常に困難である。このことは、通話ではないので、通報者の文章作成能力にも依存する。これらのことから、電子メールにより110番通報を行なうこと自体に、多くの問題点を含む。

これらの問題は、聴覚障害者や言語障害者から警察への110番通報に限定されるものではなく、即時性と対話性とを維持しつつ、文字により通信するシステム全般に当てはまることである。

本発明は、上述の課題を解決するためになされたものであって、即時性と対話性を実現することができる、対話型通報システムおよび対話型通報システムに用いられるサーバ装置を提供することである。

【課題を解決するための手段】
