従来、各地の列車駅の駅前付近には列車利用者等の自転車，原付自転車，バイクなどが長期間放置されたままになっていることが多いことから、法律に基いて市町村等の地方自治体がそれぞれ条例によって処分することができることになっている。

しかし、その処分は各地方自治体によって様々な方法をとっているが、画一的なシステムの必要性が叫ばれていた。

そこで、本発明は、各地方自治体において、特に駅前等放置の自転車の保管後における処理に関して新しいシステムを提供することを目的とするものである。

【課題を解決するための手段】
本発明は、駅前等に放置された自転車を市町村等の地方自治体の行政機関が撤去しかつ所定期間経過後に引き取りに来ないものを地方自治体に移転回収し、盗難車でないことを確認された自転車について、これを貸自転車とするために当該地方自治体の識別マークを付するとともにバーコードシールを装着し、貸自転車のユーザーは地方自治体が委託する管理会社のレンタル窓口で会員証の発行を受け、会員証には各種のデータを入力できるようにし、レンタル料の支払いは任意方法によって行うようにするシステムである。

本発明のシステムの実施例を順に追って説明する。（図１参照）

【発明の効果】
