従来の排気ガラリは枠状のフレ−ムに所定間隔で多数個の固定羽根を取付けているため、室内の排気や排煙を多数個の固定羽根間より外部へ排出したり、外部より空気が侵入して換気を行なうことができるが、常時多数個の固定羽根間は開放状態となっているため、暴風雨の場合には多数個の固定羽根間より暴風雨が室内へ浸入し、室内を汚してしまう等の欠点があった。
