<P>PROBLEM TO BE SOLVED: To provide an information reporting device, an information report system, and an information report method capable of quickly notifying a predetermined personal information such as necessary minimum medical information and informative matters to a predetermined contact. <P>SOLUTION: The information report system comprises an information reporting device which includes a data accumulating means capable of storing a predetermined personal information and destination information, a personal code generating means capable of generating and outputting a personal code based on personal information and/or destination information, a data retrieving means for extracting relevant personal information and destination information from the information accumulating means based on an ID code and the personal code, a report data generating means for generating a report data, a report data sending means for sending the report data, and an information communicating device which contains an input means for inputting a personal code and can transmit a notification data including the personal code inputted by the input means and an ID code capable of identifying oneself, and an information receiving device of which the destination information is recoded in the information accumulating means at the information reporting device for receiving report data. <P>COPYRIGHT: (C)2004,JPO

【発明の属する技術分野】
本発明は、情報通報装置及び情報通報システム及び情報通報方法に関する。詳しくは、所定の個人情報を所定の連絡先に迅速に通知できる情報通報装置及び情報通報システム及び情報通報方法に関する。

【従来の技術】
従来技術において、携帯電話機などの情報通信機器とＧＰＳ（Ｇｌｏｂａｌ　Ｐｏｓｉｔｉｏｎｉｎｇ　Ｓｙｓｔｅｍ）やＧＩＳ（Ｇｅｏｇｒａｐｈｉｃ　Ｉｎｆｏｒｍａｔｉｏｎ　Ｓｙｓｔｅｍ）などを組み合わせて、利用者の緊急事態発生時に機器を操作（緊急ボタンを押すなど）して、コールセンターへ通報を行い、緊急通報を受けたコールセンターが緊急連絡先に緊急通報の発生と位置の情報を通知する緊急事態通報システムなどの情報通報システムが存在している。

【発明が解決しようとする課題】
しかしながら、従来の情報通報システムでは、携帯電話機などの情報通信機器を所持していなければならず、また、緊急事態発生時などの場面で情報通信機器を操作しなければならないので、特に、小さな子供や高齢者の場合、機器操作に不慣れであったり、操作を習得することが難しく、緊急時などの必要な場面における対応に難点があるという問題がある。

また、緊急事態など本人（以下、緊急事態発生者という）が機器操作したり、周囲の人に機器操作を頼むことができないために通報できないという問題があり、このような緊急事態発生者に遭遇した人や処置しなければならない医療関係者が、本人確認できない、連絡先などが不明のため関係者への連絡ができない、血液型など必要最低限の医療情報や使用してはいけない薬に関する情報など特異な注意事項が分からないため適切な処置を迅速に行うことができない、という問題もある。

従って、必要最低限の医療情報や連絡事項など所定の個人情報を所定の連絡先に迅速に通知できるようにすることに解決しなければならない課題を有する。

【課題を解決するための手段】
前記課題を解決するため、本発明に係る情報通報装置及び情報通報システム及び情報通報方法は次のような構成にすることである。

（１）所定の個人情報と、該個人情報に基づいて作成した通報データを送信する機器の宛先情報とを記録できるデータ蓄積手段と、前記データ蓄積手段に記録されている個人情報及び／又は宛先情報に基づいて個人コードを生成して出力できる個人コード生成手段と、前記個人コードと機器を特定できるＩＤコードとを含んだ通知データを取得し、該取得した個人コードに基づいて前記情報蓄積手段から該当する個人情報と宛先情報を抽出するデータ検索手段と、前記データ検索手段で抽出した個人情報及び宛先情報に基づいて通報データを作成する通報データ作成手段と、前記取得したＩＤコード及び前記宛先情報に対して前記通報データを送出する通報データ送出手段と、を具備していることを特徴とする情報通報装置。
（２）前記通知データ及び前記通報データは、電子メールによって伝送できるデータであることを特徴とする（１）に記載の情報通報装置。
（３）前記個人コード生成手段で生成される個人コードは、バーコード又は２次元コードであることを特徴とする（１）に記載の情報通報装置。
（４）前記通知データは、映像データを含んでいることを特徴とする（１）に記載の情報通報装置。

（５）所定の個人情報と、該個人情報に基づいて作成した通報データを送信する機器の宛先情報とを記録できるデータ蓄積手段と、前記データ蓄積手段に記録されている個人情報及び／又は宛先情報に基づいて個人コードを生成して出力できる個人コード生成手段と、前記個人コードと機器を特定できるＩＤコードとを含んだ通知データを取得し、該取得した個人コードに基づいて前記情報蓄積手段から該当する個人情報と宛先情報を抽出するデータ検索手段と、前記データ検索手段で抽出した個人情報及び宛先情報に基づいて通報データを作成する通報データ作成手段と、前記取得したＩＤコード及び前記宛先情報に対して前記通報データを送出する通報データ送出手段と、を備えた情報通報装置と、前記個人コードを入力する入力手段を備え、該入力手段で入力した個人コードと自己を特定できるＩＤコードとを含む通知データを伝送できる情報通信機器と、前記通報データを受信するために前記情報通報装置の情報蓄積手段に自己の宛先情報が記録してある情報受信機器と、から構成される情報通報システム。
（６）前記通知データ及び前記通報データは、電子メールによって伝送できるデータであることを特徴とする（５）に記載の情報通報システム。
（７）前記個人コード生成手段で生成される個人コードは、バーコード又は２次元コードであることを特徴とする（５）に記載の情報通報システム。
（８）前記個人データを含んだ通知データは、映像データを含んでいることを特徴とする（５）に記載の情報通報システム。
（９）前記情報通信機器の入力手段は、前記バーコード又は２次元コードを光学的に読み取り可能な入力手段であることを特徴とする（７）に記載の情報通報システム。
（１０）前記情報通信機器は、前記通知データと共に映像データを伝送できる機能を備えていることを特徴とする（５）に記載の情報通報システム。

（１１）情報通報装置に所定の個人情報と、該個人情報に基づいて作成した通報データを送信する機器の宛先情報とを記録し、該記録した個人情報と宛先情報に基づいて個人コードを生成して出力しておき、自己を特定できるＩＤコードを有した情報通信機器によって前記出力された個人コードを入力し、該入力した個人コードとＩＤコードを含む通知データを前記情報通報システムに送信すると、前記情報通報装置は、前記通知データに含まれている個人コードに基づき、前記記録した個人情報と宛先情報の中から該当する個人情報と宛先情報を抽出し、該抽出した個人情報と宛先情報に基づき通報データを作成し、該作成した通報データを前記情報通信機器と前記宛先情報に応じた機器に送出することを特徴とする情報通報方法。

上述したように、情報通報装置のデータ蓄積手段に個人情報と通報データを送信する機器の宛先情報を記録し、個人コード生成手段によってデータ蓄積手段に記録されている個人情報と宛先情報に基づいて個人コードを生成して出力する。

そして、自己を特定できるＩＤコードを有した情報通信機器によって出力された個人コードを入力し、入力した個人コードとＩＤコードとを含んだ通知データを情報通報装置に伝送すると、情報通報装置は、取得した通知データの個人コードに基づいて該当する個人情報と宛先情報を抽出し、抽出した個人情報と宛先情報に基づき通報データを作成し、ＩＤコードを有する情報通信機器と宛先情報に応じた機器に対して作成した通報データを送出する。

即ち、自己を特定できるＩＤコードを有した情報通信機器、例えば、携帯電話機などに個人コード入力して情報通報装置に伝送することによって、この情報通信機器と宛先情報が記録してある情報受信機器に対して所定の個人情報に基づいて作成した通報データを自動的に送出するので、個人コードを伝送した情報通信機器と所望の連絡先の情報通信機器に対して所望の通報データを自動的に通報することができる。

【発明の実施の形態】
次に、本発明に係る情報通報装置及び情報通報システム及び情報通報方法の実施の形態を図面を参照して説明する。但し、図面は専ら解説のためのものであって、本発明の技術的範囲を限定するものではない。

図１に示す情報通報システムは、情報通報装置１００と、情報通信機器２００と、情報受信機器３００などから構成され、ネットワーク５０を介してデータ伝送を行う。

情報通報装置１００は、データ送受信部１１０と、運用管理部１２０と、ＤＢ（データベース）部１３０と、コード発行部１４０などから構成される。

データ送受信部１１０は、一方をネットワーク５０、他方を運用管理部１２０と接続し、情報通信機器２００からの個人コード１０／端末ＩＤ２０１を受信して運用管理部１２０に送り、また、運用管理部１２０から送られてくる個人情報を宛先情報に従い、ネットワーク５０を介して所定の情報通信機器２００、情報受信機器３００に送出する。

運用管理部１２０は、データ送受信部１１０、ＤＢ部１３０、コード発行部１４０と接続し、データ送受信部１１０で受信した個人コード１０／端末ＩＤ２０１の認証を行ったり、ＤＢ部１３０に対して受信した個人コード１０に基づく個人情報／宛先情報の検索・抽出要求を行ったり、ＤＢ部１３０で検索・抽出された個人情報を宛先情報などに基づいて電子メールデータ、音声データ、ＦＡＸデータなどに変換し、データ送受信部１１０へ送出する。また、個人情報／宛先情報が新規登録されると、ＤＢ部１３０に新規登録された個人情報／宛先情報の検索・抽出を要求し、検索・抽出された個人情報／宛先情報をコード発行部１４０に送出する等、各部間のデータ送受や制御及びシステム全体の管理運用を行うと共に、これらの履歴をログデータとして蓄積・管理する。

ＤＢ（データベース）部１３０は、個人情報ＤＢ（データベース）１３１、宛先情報ＤＢ（データベース）１３２を備え、運用管理部１２０と接続されおり、運用管理部１２０の指示に従い、個人情報／宛先情報をそれぞれ個人情報ＤＢ１３１、宛先情報ＤＢ１３２に登録したり、所定の個人情報／宛先情報を検索・抽出して運用管理部１２０に送出する。

コード発行部１４０は、運用管理部１２０と接続され、新規登録や情報変更により個人情報／宛先情報がＤＢ部１３０に記録されると、運用管理部１２０を介して個人情報／宛先情報を要求し、運用管理部１２０から送られてくる所定の個人情報／宛先情報に基づいてユニークな個人コード１０を生成し、生成した個人コード１０をデータとして出力したり、データをバーコード（１次元コード）や２次元コードなどとして印刷出力する機能を備える。また、個人コード１０と共に情報通報装置１００のアドレス情報（ドメイン名・ＩＰアドレスなど）や電子メールアドレス等を含んで出力することもできる。

情報通信機器２００は、ネットワーク５０に接続してデータ伝送可能であり、機器を特定できる端末ＩＤ２０１（電話番号や電子メールアドレスなど）を有し、テンキーなどのコード入力部２１０を備え、更に、スキャナ２１１を接続できる機器である。そして、個人コード１０を入力し、自動又は手動で端末ＩＤ２０１を付加し、ネットワーク５０を介して情報通報装置１００にデータ伝送することができる。

スキャナ２１１は、情報通信機器２００に接続し、２次元コードやバーコード（１次元コード）などで作成された個人コード１０を光学的に読み取って情報通信機器２００に送る。また、情報通信機器２００のデータ伝送機能を利用して、読み取った個人コード１０に端末ＩＤ２０１を付加して情報通信機器２００から送出させる機能を具備することもできる。

また、情報通信機器２００は、カメラ２２０を内蔵した機器又はカメラ２２０を接続可能な機器である場合、個人コード１０及び端末ＩＤ２０１と共に、映像データで送信することができる。

情報受信機器３００は、情報通報装置１００のＤＢ部１３０に、電話番号、ＦＡＸ番号、電子メールアドレス、ウェブサイトのドメイン名（ＩＰアドレス）など、何れかの情報が予め登録してあり、情報通報装置１００からネットワーク５０を介して送られてくる通報データを受信して表示・再生したり、プリントアウトしたりできる情報通信機器である。

例えば、所定の医療機関など関係する場所に設置された機器や家族・親戚、職場などの関係する人が所有する機器であり、具体的な例としては、携帯電話機、ＦＡＸ装置などである。

次に、このような構成からなる情報通報システムの動作について説明する。

まず、情報通報システムの利用者は、事前に個人情報及び宛先情報を情報通報装置１００に登録する。なお、個人情報及び宛先情報は、所定事項記入してＦＡＸする又は郵送する、ウェブサイトにアクセスして所定事項を入力する、などの方法で登録を行う。

登録する個人情報は、例えば、血液型、身長、体重、性別、ファーストネーム、生年月日（年又は年月だけ）や使用している（又は使用してはいけない）薬に関する特異情報など、緊急時に必要と思われる最小限度の情報を登録することで、プライバシを確保することができる。

また、登録する宛先情報は、かかりつけの医療機関などに設置された機器や家族・親戚、職場などの関係する人が所有する機器など、登録した情報を連絡したい関係機関や関係者が有する情報通信機器の電話番号、ＦＡＸ番号、電子メールアドレス、ウェブサイトのドメイン名（ＩＰアドレス）などの情報を登録する。

更に、送信する通報データの内容を宛先情報別に指定することも可能である。例えば、通報者の情報通信機器２００や医療機関の情報受信機器３１０には個人情報を含んだ通報データを送出するようにし、その他の関係者の情報受信機器３２０には緊急事態発生したことのみを通報データとして送出することができる。

情報通報装置１００では、ＦＡＸ、郵送、ウェブサイトなどから得た個人情報及び宛先情報をＤＢ部１３０の個人情報ＤＢ１３１、宛先情報ＤＢ１３２に記録・蓄積することにより登録を行う。

続いて、情報通報装置１００のコード発行部１４０は、ＤＢ部１３０に登録した個人情報及び宛先情報に基づいて、ユニークな個人コード１０を生成し、生成した個人コード１０をバーコード（１次元コード）、２次元コードなどのデータとして出力したり、シールなどに印刷出力した状態の個人コード１１、１２を利用者に発行する。また、個人コード１０を送付する情報通報装置１００の電子メールアドレスやアドレス情報（ドメイン名・ＩＰアドレスなど）等を含んで出力することもできる（個人コード１１参照）。

利用者は、情報通報装置１００により発行された個人コード１０をデータの状態又は個人コード１１、１２のようにシールなどの印刷物として発行されたを状態で受け取り、名札、携帯電話機、手帳、サイフ、名刺入れ、かばんなど通常持ち歩くものなどに貼付しておく。

なお、個人コード１０をデータとして受け取った場合は、パソコンなどによって任意に印刷して出力することが簡単にできるので、適宜印刷出力して必要と思われる様々なものに貼付することができる。

続いて、上述した構成の情報通報システムにより情報通報するときの動作について説明する。

個人コード１０を有した利用者が、例えば、事故、病気などの緊急事態が発生し、利用者本人が応答できない状態である場合など、緊急事態が発生した利用者者に遭遇した人や救急隊員、医療関係者などの通報者は、情報通信機器２００に接続したスキャナ２１１で、利用者の有している個人コード１０を読み取る（入力する）。

情報通信機器２００は、この個人コード１０と共に自機器の電話番号や電子メールアドレスなど機器を特定できる端末ＩＤ２０１を付加し、ネットワーク５０を介して情報通報装置１００に個人コード１０／端末ＩＤ２０１を送信する。

このとき、情報通信機器２００のコード入力部２１０がテンキーなどの手動操作による入力手段である場合、手動操作によって個人コード１０（図では、ＪＡＡＡＡＡ００１　ＡＢ１７６／０７５Ｍ）を入力し、この個人コード１０と共に自機器の電話番号や電子メールアドレスなど機器を特定できる端末ＩＤ２０１を（自動又は手動で）付加し、ネットワーク５０を介して情報通報装置１００に個人コード１０／端末ＩＤ２０１を送信する。

また、別の方法として、ネットワーク５０を介し、予め設置された所定のウェブサイトに接続し、個人コード１０（図では、ＪＡ　ＡＡＡＡ００１　ＡＢ１７６／０７５Ｍ）及び自機器の端末ＩＤ２０１（電話番号や電子メールアドレスなど）を入力して情報通報装置１００に送信するようにしてもよい。

更に、情報通信機器２００がカメラ２２０を内蔵した機器又はカメラ２２０を接続可能な機器である場合、個人コード１０及び端末ＩＤ２０１と共に、映像データで送信することで、現在の状況などを通知することができる。

情報通報装置１００は、データ送受信部１１０によりネットワーク５０を介して送られてくる個人コード１０／端末ＩＤ２０１を受信し、運用管理部１２０に送る。

運用管理部１２０は、データ送受信部１１０で受信した個人コード１０／端末ＩＤ２０１の認証を行い、個人コード１０に基づいて所定の個人情報／宛先情報の検索・抽出要求をＤＢ部１３０に対して行う。

次に、このような情報通報システムの具体的構成の一例を図２に示す。

図２に示す情報通報システムは、インターネットを用いて電子メールによりデータ伝送を行う場合の構成の一例であり、情報通報装置１００Ａと、携帯電話機２００Ａと、情報受信機器３００Ａなどから構成される。なお、図１で説明した機能と基本的には同様であるので、その詳細な説明は省略する。

情報通報装置１００Ａは、メールサーバ１１０Ａと、コード発行部１４０Ａを備えた運用管理サーバ１２０Ａと、個人情報ＤＢ（データベース）１３１ａと宛先情報ＤＢ（データベース）１３２ａを有するデータベースサーバ１３０Ａ等から構成される。

携帯電話機２００Ａは、インターネット５０Ａに接続してデータ伝送可能であり、機器を特定できる端末ＩＤとして電子メールアドレス（電話番号）２０１Ａを有する機器である。

情報受信機器３００Ａは、情報通報装置１００Ａのデータベースサーバ１３０に、電子メールアドレス（電話番号）が登録された携帯電話機３１０Ａや、ＦＡＸ番号が登録されたＦＡＸ装置３２０Ａなどの機器であり、情報通報装置１００Ａからインターネット５０を介して送られてくる通報データを受信して表示・再生したり、プリントアウトしたりできる。

このような構成の情報通報システムにおいて、緊急事態が発生した場合の情報通報システムの動作について説明する。なお、図１で説明した動作と基本的には同様であるので、その詳細な説明は省略する。

まず、情報通報システムの利用者は、事前に個人情報及び宛先情報をＦＡＸ、郵送、ウェブサイトから入力する、などの方法で情報通報装置１００Ａに登録を行う。

個人コード１０Ａを有した利用者に、例えば、事故、病気などの緊急事態が発生し、利用者本人（以下、緊急事態発生者）が応答できない状態である場合、緊急事態発生者に遭遇した人や救急隊員、医療関係者などの通報者（以下、通報者という）は、情報通信機器である携帯電話機２００Ａにスキャナ２１１Ａを接続し、バーコードや２次元コードで作成された個人コード１０Ａをスキャナ２１１Ａで読み込む。

携帯電話機２００Ａは、スキャナ２１１Ａで読み込んだ個人コード１０Ａを含んだ情報通報装置１００Ａ宛の電子メールデータを自動的に作成し、作成した電子メールデータに自機器の端末ＩＤである電子メールアドレス２０１Ａを自動付加して、携帯電話機２００Ａの電子メール機能により作成した電子メールを自動的に送出する。このとき、情報通報装置１００Ａの電子メールアドレスは、予めスキャナ２１１Ａに記録するようにしておくことも可能であり、又は個人コード１０Ａにデータとして含ませるようにしておいてもよい。

また、図１の説明と同様に、携帯電話機２００Ａがカメラ２２０Ａを内蔵した機器又はカメラ２２０Ａを接続可能な機器である場合、個人コード１０Ａ及び電子メールアドレス２０１Ａと共に、例えば、緊急事態発生者の状況（顔や状態）などを映像データで送信することで、本人確認を容易にしたり、現在の状況を通知することができる。

情報通報装置１００Ａは、メールサーバ１１０Ａによりネットワーク５０を介して送られてくる個人コード１０Ａ／電子メールアドレス２０１Ａを受信し、運用管理サーバ１２０Ａに送る。

運用管理サーバ１２０Ａは、メールサーバ１１０Ａで受信した個人コード１０Ａ／電子メールアドレス２０１Ａの認証を行い、個人コード１０Ａに基づいて所定の個人情報／宛先情報の検索・抽出要求をデータベースサーバ１３０Ａに対して行う。

メールサーバ１１０Ａは、運用管理サーバ１２０Ａから送られてくる電子メール（データ）を宛先情報に従い、インターネット５０Ａを介して携帯電話機２００や所定の情報受信機器３００Ａ（携帯電話機３１０Ａ、ＦＡＸ装置３２０Ａなど）に電子メール（データ）を送出する。

通報者は、携帯電話機２００Ａによって、インターネット５０Ａを介して情報通報装置１００Ａから電子メール（データ）による通報データを受信し、通報データの内容（個人情報・宛先情報など）に従って所定の処置を行ったり、関係者（関係機関）などに連絡を取ることができる。
