【従来の技術】従来、ＩＣカードを利用して種々の情報
処理を行なう際には、パソコン等の通信端末に備えられ
たＩＣカードリーダライタを介して、ＩＣカードのメモ
リに格納されている各種のデータを読み取り、予め通信
端末に常時搭載されているプログラムを使用して、通信
端末でデータ処理を行なったり、また更にインターネッ
ト等のネットワークを通じて通信端末とサーバとの間で
アクセスして、種々のデータの送受信を行なったりして
いる。
【０００３】通常、これらのＩＣカードは、インターネ
ット等のネットワークを通じて各種情報サービスの提供
を行なうサービス提供会社やクレジット会社などがＩＣ
カードの発行会社となることが多く、ＩＣカードを用い

用される場合が多い。しかしながら、通常ＩＣカード
は、磁気カード等と比較した場合に高価であり、ＩＣカ

を使用し、各種サービスを利用しないとＩＣカードの発
行会社の経営に悪影響を及ぼすこととなるので、ＩＣカ
ードの活用によりネットワークを通じた代金精算が便利
になるという利点がある反面、コスト高が生じるため
に、このリスクに対する対策を図る必要性がある。

用いたサービスをどの程度利用するか否かわからない場
