該ビデオカメラ部の出力ディジタル映像信号から該動き補償予測符号化の最小単位毎に1フレームまたは1フィールドを抽出し、静止画符号化情報を生成して出力する静止画符号化手段と、
該動き補償予測符号化手段から出力される該動き補償予測符号化情報を格納する第1のバッファメモリ1と、
該静止画符号化手段から出力される該静止画符号化情報を格納する第2のバッファメモリと、
該第1,第2のバッファメモリから読み出される夫々の符号化情報のうちの一方を選択して出力するセレクタと、
該セレクタから出力される該符号化情報を記録する記録手段と、
該動き補償予測符号化手段が出力する該動きベクトル情報を用いて、動き補償予測符号化の最小単位毎に、動きの大小を2値判定する動き判定手段と、
該動き判定手段の判定に従って、該セレクタの切換え制御を行なう記録制御手段と

被監視場所を撮影して該被監視場所の映像のディジタル映像信号を出力するビデオカメラ部と、
該ビデオカメラ部の出力ディジタル映像信号を、そのN(但し、Nは2以上の整数)フレームまたはNフィールドを動き補償予測符号化の最小単位として、動き補償予測符号化することにより、動き補償予測符号化情報を生成する第1の符号化処理と、該ビデオカメラ部の出力ディジタル映像信号から該動き補償予測符号化の最小単位毎に1フレームまたは1フィールドを抽出し、静止画符号化情報を生成する第2の符号化処理とを切換え可能とし、かつ動き補償予測に用いた動きベクトル情報を常時出力する画像符号化手段と、
該画像符号化手段が出力する該動きベクトル情報を用いて、動き補償予測符号化の最小単位毎に、動きの大小を2値判定する動き判定手段と、
該動き判定手段の判定に従って、該画像符号化手段での該第1の符号化処理と第2の符号化処理との切換え制御を行なう符号化制御手段と
前記画像符号化手段から出力される動き補償予測符号化情報または静止画符号化情報を記録する記録手段と
を備えたことを特徴とする監視装置。
