A method of forming a hollow underwater structure comprises positioning an inflatable inner mould 18 upon an underwater foundation 16, surrounding the inner mould with an outer mould 28, inflating the inner mould 18 with, e.g. water and injecting concrete or a like setting substance into the space between the inner mould and the outer mould through an inlet valve 27. The outer mould 25 is secured to the foundation 16 by bolts 26. The inner mould 18 is connected with inflating means through a pipe 19 and pressure release valve 20 which passes through a duct formed by cast concrete pipes 10 connecting with an entry 10a in the foundation 16. Domed reinforcing wires 21, 22 and spacers 23 are disposed between the moulds 18 and 25 and connected to foundation reinforcement 13 by fasteners 24. A sealing gasket 15 is cast into the foundation 16. The Specification describes a porthole and entry stairs when the structure is to be used for human accommodation and also inlet valves when the structure is to be used for an underwater tank. When used as a tank the inner mould can be left in position and made from a material resistant to attack from the substance to be stored. The reinforcing wires may be secured to the foundation by an upstanding ridge. The outer mould may be located by a weighted peripheral rim.
