An apparatus for advancing and cutting webs 4 of material such as cellulose comprises a blade 5 which is embedded adjacent a radially displaceable pressure member 10 of synthetic resin material within a cutter roller 1, both the blade and member 10 being arranged to coact with a counter roller 3 having a continuous operative steel surface. The blade, which extends over a part of the length of the roller and has a cutting edge which forms an acute angle with the axis of the roller, is adjustable by a screw 9 and clamped by a screw 7 while the member 10 is urged outwardly on guide screws 13 by compression springs 11, as shown in Fig. 3, so that it projects beyond the circumference of the roller 1 until in operation it is depressed by the counter roller. In operation, during rotation of the cutter roller and its resiliently mounted counter roller, the projecting member 10 makes contact with and holds the web 4 firmly against the counter roller until further rotation carries the web into the cutting position of the blade to sever a length 4a by a shearing or squeezing action.
