The flanges 8 of the outer part form guides between which slide the narrow ring 11 secured by screws to the tread ring 10. Within the space formed between the ring 11 and the outer part of the rim is placed an elastic band 6. formed of rubber, metal springs, or the equivalent. In modifications, the rim may be constructed in one piece, the rings 10, 11 may be constructed in one piece, and, as shown in Fig. 4, the flanges of the outer part 14 of the rim may bear inside the flanges 17 of the tread ring 16.
