Tongs &c. are constructed without the aid of forging, welding, or like methods tending to weaken the metal, and without the formation of abrupt shoulders near the pivot, by twisting the jaw portions c, d, of the members a, b, through a right-angle. Reference has been directed by the Comptroller to Specification 139,078.
