Intermediates of Formula II above are prepared by reaction of an alkyl haloformate with a compound of Formula III 1 - Hydroxylamino - 4 - (4 - methyl - 1 - piperazinyl)-phthalazine is prepared by action of sodium acetate and hydroxylamine hydrochloride on 1,4 - di(4 - methyl - 1 - piperazinyl)- phthalazine obtained by reaction N-methylpiperazine and 1,4-dichlorophthalazine. Pharmaceutical compositions in conventional forms for oral rectal and parenteral administration and having antiviral and bronchodilator activity comprise an above novel compound or salt and a carrier therefor.
