The setting of cement is controlled and retarded by rapidly and uniformly mixing the cement powder with water to bind an amount of water not exceeding one-hundredth part by weight, based on the cement, the cement being free from corrosive constituents such as calcium sulphate. The water can be added as liquid or vapour to cement clinker during milling or to hot or cool milled cement; alternatively the water can be mixed with a powdery material, e.g. sand, milled cinders, pozzolonic silica or fly ash, and the damp material formed mixed with the cement. After the treatment the cement is stored in moisture-proof containers. The treatment reduces the corrosion of steel frames in concrete made from the cement.
