The rooms 2 of a building are heated or cooled as necessary by thermo-electric heat pumps 10 which reject heat or cold to a common water circulation system 5. The water is maintained at a temperature between ambient and the average room temperature by a compression-condensation heat pump 3 which rejects heat or cold to ambient via a further water circuit 13 and a heat exchanger 14. In order to facilitate heat transfer between the rooms and the thermoelectric heat pumps, fins 11 and blowers 12 are provided.
