In a system for pumping a liquid mixture of e.g. water and a foaming agent, the rate of flow of each constituent is measured separately and the foaming agent supply controlled to produce a desired ratio in the delivered mixture. As shown, the rate of flow of water obtained from a tank 1, or from a hydrant 5, is measured at 6. The additive in tank 9 is fed through valve 13, pump 14 and controlled valve 15 to join the water supply at 12, and its flow rate is measured at 19. The electrical flowrate signals, frequency from turbine flow meter or resistance from strain gauges on deflected plates, are compared at 7 with a pre-set ratio, and any difference is used to control valve 15.
