A fuel element assembly has a cluster of spaced, parallel fuel elements with a cellular spacing grid or grids disposed between the ends of the cluster for spacing the fuel elements, each sheathed element having a continuous column of pellets of fissile material contained within a line series of outer sheaths, the sheaths being end joined by internal sleeves to define waisted portions of the fuel elements of lesser outside diameter than the sheaths, the waisted portions being received within cells of the spacing grid or grids and the sleeves being joined to the grid or grids. A plurality of such clusters may be arranged end-to-end within the assembly. The assembly may be of zirconium alloy throughout, except for the pellets which are of unenriched uranium oxide. In the embodiment described, each cluster comprises thirty-six spaced, parallel fuel elements arranged on three concentric pitch circles about a central tube and the clusters are supported on a tie tube which passes through the central tube of each cluster. By forming waisted portions in the fuel elements, the grid cells can be situated close together so as to enable the fuel elements to be closely spaced, with a consequent increase in the fuel/coolant ratio.
