Apparatus for forming a loop at the end of a length of wire and for bending the formed loop or an end part thereof out of its plane of formation includes a rotated loop-forming tool and a rotated loop-bending tool driven from a common drive shaft. A length of wire to form a bale tie is placed in a groove in a first work support 20 so as to extend between pegs (48), Fig. 2 (not shown), and 50 on loop-forming tool 40 and abut an end stop 32. The tool 40 is then rotated so that the peg 50 moves around the peg (48) to bend the end of the wire into a loop. The tie is removed and placed on a second work support 52 with the loop extending between quadrants 64, 66 projecting from a loop-bending tool 54, the loop being positioned by a stop screw 72 on the tool 54. The tool 54 is then rotated less than 90 degrees to bend up the end part 11 of the loop at 12 out of its plane of formation. The tools 40, 54 are driven from a main shaft 76 rotated by a handle 80 in one direction to cause the tool 40 to form the loop and in the other direction to cause the tool 54 to bend the loop. The formed ties may be stored with the bent loops threaded on an upstanding tapered shaft at the rear of the machine. From this shaft the ties may be removed to have loops formed and bent at their other ends by a second machine.
