A tool for binding packages has a gripper (Fig. 1, not shown) for anchoring a loop of flexible material around a package which is actuated by a lever 10c biased by a spring 10d to a closed position and can be retained open by a releasable latching device 15a. The tool is similar to that described in Specification 881,038, but has a single rotatable serrated wheel (Fig. 1, not shown) instead of a pair of grippers as in the former Specification. The wheel is mounted on the driving head 14a of a stallable pneumatic motor 14 pivoted at 14b to the body 11 of the tool, so that tilting the motor against a plunger 14c about its pivot raises the serrated wheel from its anvil for inserting an end of the flexible loop (Fig. 4, not shown). The latching device 15a can be disengaged manually from the pin 15c which retains it in the " open " position or it will be automatically disengaged by a pin 15e on the head 14a if the motor is tilted to raise the serrated wheel. A unit 12 for jointing the strip at 12a and severing it at 12b is actuated as in Specification 881,038 by a pair of oppositely swinging levers 16, 17.
