Description
The aim of the invention is to provide an operator, who makes preferred parking spaces available to carpoolers, to ensure that these seats are actually used by carpoolers. This invention also includes a component called dynamic reservation of parking spaces to ensure carpoolers the availability of a privileged place on arrival at the parking lot. Carpool refers to the joint and organized use of a vehicle generally driven by its owner when accompanied by one or more third-party passengers, for the purpose of making a common journey. This practice allows passengers to save on fuel costs. The community gains by reducing congestion, pollution and road accidents. Carpooling is therefore strongly encouraged by the authorities, especially during pollution peaks, and is all the more common when the price of fuel increases. To date, there is a multitude of sites and means 25 for connecting carpool partners as well as some "political" measures of privilege-based encouragement. There is known the provision of a fast motorway track reserved only for cars occupied by at least two passengers. Automatic control systems have been developed, one of them unveils an external monitoring device US2008 / 0175438 while the other unveils an internal monitoring device to the vehicle US2006 / 0180377. Documents WO 2009/007752 and EP 2 503 513 disclose devices based on the use of PNCs (Personal Nomadic Communicators) which make it possible to check the presence on board a vehicle of a driver and a passenger. The document CH 704 701 discloses slides for checking the presence of two separate passengers in the same vehicle and in the vicinity of the parking spaces, the so-called passengers acting simultaneously on two different and distant sensors. WO2012 / 004191 discloses a dynamic reservation device. Some car parks are totally or primarily reserved for carpooling cars. They may be located within the perimeter of a business. Others are located near intermodal points and are used to park carpool vehicles, with passengers traveling by train, subway or bus. The specific monitoring of the proper use of these car parks or certain areas by carpoolers is little practiced because rather difficult. When monitored, they are often direct visual observations or with the aid of cameras and image storage devices for later analysis. Automatic monitoring of the number of passengers in a vehicle with the help of cameras is not yet able to ensure a success rate high enough to allow the delivery of privileged rights. The purpose of the present invention is to guarantee to an operator, who makes preferred parking spaces available to carpoolers, that these places are actually used by carpoolers.
This invention also includes a component called dynamic reservation of parking spaces to ensure carpoolers the availability of a privileged place on arrival in the car park. This last "Guarantee" has the same meaning as having a place in public transport. In other words, it means that apart from exceptional and unforeseen circumstances, the guarantee of finding a place is real.
The means to achieve this are found essentially in the parking permit system located near the car parks and used as a carpooling validator. Generally, these are parking meters in front of which the driver comes to inquire about the parking fee. The invention aims to indicate by means of an incentive marking in the form of a pictogram representing at least 4 feet, two for the driver and 2 others for one of the members of the carpool, the spatial position that must take the interested parties to obtain the right to be recognized as a carpooler, this setting up triggering the recognition operation. This validation system can be supplemented by a dynamic reservation system for parking spaces in order to guarantee carpoolers the availability of a privileged place on arrival in the car park.30 List of Drawings: The figures below represent, at non-limiting title, some types of achievements.
Fig. 1 presents a time stamp with incentive signaling for carpoolers FIG. 2 shows a timestamp with signaling incentive for the carpoolers and two carpoolers in the validation position FIG. 3 presents a time stamp with incentive signaling for the carpoolers, two carpoolers in the validation position and a complementary device for entering biometric information. FIG. 4 a validation device associated with a device for dynamically reserving parking places for the vehicles that have been carpooled Embodiment of the invention: The first figure (FIG. carpool operations consisting of a housing (11) containing a processor and the information processing necessary in relation to the dialogue members having the form of displays (12), buttons, and at its foot a signaling ( 13) composed of at least 4 footprints (14) urging the carpoolers to place themselves in the validation position of the carpool operation. When the privilege related to the recognition of the carpoolers is a function of the number of carpoolers as can the supply, to each of the carpoolers, of a free ticket, then the number of footprints will be adapted to the maximum number of carpoolers admitted .
The second figure (FIG 2) presents the said carpoolers (21, 22) in the validation position, that is to say with the feet on the corresponding footprints, the driver (21) generating the validation while the passenger (22) is passive. The validation of the carpooling operation can be carried out by checking the presence of at least two people on the 4 footprints. This can be done with a carpet equipped with load detectors. Thus, it is possible to have 4 plates of flexible sheet metal on which are drawn, in a contrasted way, footprints, each of them bends a few millimeters under the load of a foot, of the order of at least 20 kg for an adult. An inductive sensor placed under the sheet makes it possible to measure the flexion which corresponds to the weight. Thus, when the 4 detectors inform of the presence of 4 feet, the validation processor to which the 4 signals are connected can confirm the probable presence of two individuals. One of the security risks is that someone will try to simulate the second person. Thus, to prevent a single person can, with one foot, trigger 2 zones (corresponding to 2 feet), the zones are separated by raised edges (15). Thus, to simulate the second person, it is necessary to intervene with two weights as two suitcases of more than 20 Kg each (and having the shape of a foot ...!). There are also carpets provided with numerous detectors organized in a matrix and making it possible to enter from the weight of each of the elements corresponding to a fragment of foot the imprint, ie the shape, the position and the weight.
Another significant risk is the intervention of a third party as a temporary fictitious passenger. Also, the object will be located in the immediate vicinity of a control station allowing the staff (41) to control the proper use of the system. When there is no local security, it is 0 planned to capture images of users (23, 49) and send them (via a network as may be the Internet) on a security guard leaving the possibility the guardian or control automaton to ignore it or to control the proper use of the object and to block the transaction if necessary. Judiciously, the image capture is operated - at the time of the finding of the presence of the feet of the carpoolers on the carpet or in the moments preceding it or at the time of the validation request of the carpool or a combination of the latter request and recognition of the feet on the carpet images containing information on the recognition and activity of carpoolers at the time of validation or in the moments preceding it. These images make it possible to control the eventual cheating a posteriori. Judiciously, the whole scene around the validation device as well as the parking will be filmed permanently. At the time of validation, the driver informs about the position of the vehicle by entering the parking location number (see dynamic reservation). Thus, an image processing machine can present, in accelerated mode and up to the time, the images entered on the validation automaton and those captured by the camera (49) focused on the vehicle (s) concerned making it possible to observe that the carpoolers have come out of the same vehicle. Fig. 3 presents a timestamp with incentive signaling for the carpoolers, two carpoolers in the validation position and a complementary information acquisition device (31) relating to the biometric recognition as relief images of a so-called CMOS-3D camera using the technology. phase-shifted "flight time" or video images that can be partially blurred or other ideally anonymous biometric criteria or temporarily recorded as the information from ultrasonic detector, infrared or even pyro-electric this to distinguish, that There are at least two distinct persons and the same person has not already appeared for a predetermined period of time. The validation operation can be completed by the presentation by the driver of a portable object such as a smart card or a mobile phone or something equivalent to identify it as authorized, said means may contain an element such as the vehicle registration number or a fingerprint or facial signature or simply a personal or authorized number. In addition, biometric features such as images captured at the time of validation or a few moments before or identification numbers such as the registration number of the vehicle or parking space can be transferred to the PDA in hand of the controller , the latter thus having the opportunity to verify that a vehicle under his eyes and in the control phase has been subject to validation by two authorized persons.
The carpool operation validation device may conveniently be integrated into a time stamp capable of issuing two types of parking rights, one for the individual vehicles and the other for the carpoolers, these titles being able to be physical, such as paper tickets or electronic or even tickets for the continuation of the course on preferred conditions. Dynamic reservation: Fig. 4 presents a validation device associated with a device for dynamically reserving parking spaces for the vehicles that have been the subject of a carpooling, said reservation device making it possible to adapt, as needed, the number of reserved places. for carpoolers this without monopolizing a large number of places that would remain unoccupied in a very visible way. The device consists in equipping the parking spaces of the so-called "carpool" zone with illuminated signs (42) which may indicate "reserved carpool" in red (46) or "Free-paying" in green (47). In addition, each place is equipped with a vehicle presence detector which can be embodied as an inductive loop (43) or a point magnetic detector which element is connected to a control processor of the location of the vehicle. parking (44) which bears the number of the place on its front face and is connected to the validation terminal of carpools (45). When a vehicle arrives, the display starts flashing and then the driver (for the all-users seats) or the carpoolers for the other seats pass to the terminal, enter the number indicated on the housing (44). ) then adjusts the tax or recognition which has the effect of turning off the display. Thus, the controller simply and act in a stored PDA each of which (48) passes in front of the vehicles can see off or blinking displays accordingly. This same controller may have the ability to transfer data and from surveillance cameras (49) locations and thus view the arrival of vehicles on the sites and find that it is carpool if any. The dynamic reservation method consists of having a display control computer which calculates the number of places to be reserved for the carpool object vehicles and then activates the signaling accordingly. The reserved carpool spaces will be marked with a "reserved - carpooling" sign while the vacated seats for all vehicles will be marked with a "free - pay" sign. By way of example, it is possible to imagine a P + R type car park having an area of 80 places called "carpooling" located next to other places "all users". We imagine a booking of places "carpool" which 30 is 80 seats in the morning then 30 seats from 08:00 and 15 seats from 09:00 and 5 seats from 10:00, instructions that can be given manually or issued automatically from the history of observation of occupations. Thus, the eighty displays "reserved carpool" will be active in the morning and then at 08:00, a first calculation is made. If 35 places are already occupied and must be maintained 30, then 15 seats will be released for other vehicles (off the display) then at 09:00 a recalculation to ensure 15 seats, ditto at 10:00 to ensure 5 places and at each departure of a vehicle and until the end of the day, the calculation is done in order to maintain 5 "carpool" places free.
In this example, we see that 15 places were released for other vehicles whereas if there had been more carpoolers, this figure would be lower and additional carpoolers would have found a place at the expense of other non-privileged vehicles.
