This apparatus is characterised essentially by the fact that it comprises a fixed casing 1 in which a rotating column 8 is mounted axially whose hollow internal part opens out in a guide funnel 12 which in turn opens out in a restricting funnel 13, the column 8 driving a diametral shaft 15 integral at one end with an antifriction cone 16 which bears on a fixed conical bearing surface 17, this shaft 15 driving, by means of pinions 18, 19, the folding (coiling) rollers 23 above which the restricting funnel 13 opens out.
