Abstract
The cross-bar (16) is mounted inside the pipe (17) on a diameter. Around this is a soft deformable membrane (15) such that the cross-bar is completely siolated from the inside of the pipe. The crossbar is bored such that a pneumatic command can be transmitted from the exterior of the pipe to the inside of the membrane. When the fluid flow in the pipe is to be regulated the membrane is inflated either completely, blocking the pipe or partially, restricting the flow.
