Abstract

Aerial device for warning of emergencies in areas with critical infrastructures, a device constituted by a UAV (Unmanned Aerial Vehicle) which is equipped with control and flight means and characterised in that the device also has a (2) high power speaker for spoken warnings, an (3) acoustic siren capable of emitting a sound over 75 dBA, an (4) omnidirectional radio antenna, a (5) 4G antenna, a (6) GPS antenna, a (7) three stroboscopic lights of different colours, so that a visible colour code can be created, where each code indicates a situation, a (8) rechargeable main battery, a (9) spare battery, a (10) radio receiver/transmitter, a (11) control C.P.U. preprogramed in part, a (12) photograph and video cameras with direct signal to the emergency centre.

Description

    PURPOSE OF THE INVENTION
  • The invention of this descriptive report refers to an aerial device to warn of emergencies in areas with critical infrastructures, with the latter being able to be dams, power-producing plants, nuclear plants, etc.
  • The aerial devices would be provided with all the signals that the law imposes on warning protocols, as could be acoustic signals, optical signals, radioed messages, messages to mobile devices or any other listed in the cited protocols.
  • FIELD OF THE INVENTION
  • The invention has its area of action within the industry of unmanned aerial devices and of their special equipment.
  • BACKGROUND OF THE INVENTION
  • All the actions scheduled in the case of the critical infrastructures (dams, power-generating plants, large stations...) have protocols determined in case of the occurrence of an emergency.
  • Within these protocols, a common element is the warning by means of certain acoustic signals to the affected population within a certain range of time.
  • For example, in the case of large dams, the Emergency Plan considers the warning of the affected population within a half hour following the detection of the incident.
    Likewise, an Emergency Committee is in charge of carrying out the plan in all cases.
  • In the case of installations that are far from large populations or communications hubs, establishing these warning points is a costly task.
  • The critical infrastructures (dams, power-generating plants, large stations...) have certain protocols in the event of the occurrence of an emergency.
  • The systems that are currently installed in the activation of warnings to the population and to the involved organisations are: public address systems, emergency lights and sirens, CCTV, message panels and evacuation route signage, massive notification by e-mail, SMS, Apps, etc.
  • But these systems are static and are usually concentrated in population centres but are not effective in areas of disseminated centres or rural population with scant technological means.
  • In some special cases, manned aerial devices, such as helicopters, are used, but from the time in which an emergency is detected until a device of this type is operative, more than sixty minutes can pass, while the device of the invention can be operative in a few minutes since it deals with a programmed UAV that can even be controlled remotely.
  • Our solution responds with high levels of safety to the following needs of critical and singular infrastructures:
    • Reduction of the reaction time in the event of incidents, responding automatically to alarms of the infrastructure.
    • Having the automated system integrated in the action protocols of the Emergency Plan, being able to act automatically in the population, especially focussing the action on evacuation.
    • Homogeneous action in the event of incidents.
    • Guidance of the performance of actions to be carried out in solving the incidents.
    • Optimal coordination of all the resources of the operation, such as external resources (ambulances, firemen, police, etc.).
    • Coordination of the evacuation.
    • Notification of the incidents to different users/authorities according to their severity.
    • Recording all of the actions carried out.
  • Our solution offers as benefits:
    • Minimising the personal and/or material damages produced by the incidents, managing in an optimised way the evacuations required by very serious incidents, such as fires, dam breakage, leaks of hazardous waste.
    • Integration in the actions in the event of an accident in critical infrastructures and large-scale works.
    • Improving the emergency protocols of the infrastructures.
  • The inventor does not know of a similar device with the characteristics and features that are presented herein.
  • PREFERRED REALISATION OF THE INVENTION
  • Aerial device to warn of emergencies in areas with critical infrastructures constituted by a UAV (Unmanned Aerial Device) (1) that is equipped with all the fixed means that are currently implemented in the activation of means to warn the population and the organisations involved, such as: public address systems, emergency lights and sirens, CCTV, message panels and evacuation route signals, mass notification by email, SMS, Apps and all those necessary to be able to comply with its mission according to the geographic area to cover, characteristics of the emergency and its level.
  • In particular, this device also includes UAV handling and control elements, with:
    • (2) high power speaker for spoken warnings,
    • (3) acoustic siren capable of emitting a sound over 75 dBA.
  • The system will be capable of:
    • (3.1) Making emergency sounds, in one-minute spans with a 30-cycles duration of 2 seconds, with an initial frequency of 400+-50 Hz and a final frequency that duplicates the initial,
    • (3.2) Making an emergency-end sound, by emitting a linear/continuous sound of 30 seconds at a frequency of 500+-50 Hz,
    • (4) omnidirectional radio antenna,
    • (5) 4G antenna,
    • (6) GPS antenna,
    • (7) three stroboscopic lights of different colours, so that a visible colour code can be created, where each code indicates a situation,
    • (8) rechargeable main battery,
    • (9) spare battery,
    • (10) radio receiver/transmitter,
    • (11) control C.P.U. preprogramed in part by at least the following programs: (11.1) flight program, defined according to the geographic area to cover.
    • (11.2) emergency level program, which would activate the different resources (acoustic, optical and message either radioed or by 4G) of the UAV (1),
    • (12) photographic and video camera, with direct signal to the emergency centre.
  • Having sufficiently described the nature of the invention, as well as the manner to put it into practice, it should be recorded that the devices indicated above and represented in the attached drawings are susceptible to modifications of details insofar as they do not alter the basic principles, established in the previous paragraphs and summarised in the claims.

Claims (3)

  1. Aerial device for warning of emergencies in areas with critical infrastructures, constituted by a UAV (Unmanned Aerial Vehicle)
    (1) which is equipped with control and flight means and characterised in that the device also has:
    (2) high power speaker for spoken warnings,
    (3) acoustic siren capable of emitting a sound over 75 dBA,
    (4) omnidirectional radio antenna,
    (5) 4G antenna,
    (6) GPS antenna,
    (7) three stroboscopic lights of different colours, so that a visible colour code can be created, where each code indicates a situation,
    (8) rechargeable main battery,
    (9) spare battery,
    (10) radio receiver/transmitter,
    (11) control C.P.U. preprogramed in part,
    (12) photograph and video cameras with direct signal to the emergency centre.
  2. Aerial device for warning of emergencies in areas with critical infrastructures, constituted by a UAV (Unmanned Aerial Vehicle) (1) which is equipped with control and flight means according to claim 1 and characterised in that the acoustic siren (3) allows:
    (3.1) Making emergency sounds, in one-minute spans with a 30-cycles duration of 2 seconds, with an initial frequency of 400+-50 Hz and a final frequency that duplicates the initial.
    (3.2) Making an emergency-end sound, by emitting a linear/continuous sound of 30 seconds at a frequency of 500+-50 Hz.
  3. Aerial device for warning of emergencies in areas with critical infrastructures, constituted by a UAV (Unmanned Aerial Vehicle) (1) which is equipped with control and flight means according to claim 1 and characterised in that the control CPU has the following programs, preprogramed:
    (11.1) flight program. Defined according to the geographic area to cover.
    (11.2) emergency level program, which would activate the different resources (acoustic, optical and message either radioed or by 4G) of the UAV (1).
