Der Gegenstand der Erfindung ist das Verfahren zur Fernkontrolle überwachter Objekte, wie auch die Anlage für die Fernkontrolle überwachter Objekte.The subject of the invention is the method for the remote control of monitored objects, as well as the system for the remote control of monitored objects.
Allgemein bekannt ist das Verfahren zur Fernkontrolle überwachter Objekte, das auf der Überweisung zum Alarmempfangszentrum von Alarmsignalen von den Alarmmeldern und/oder eines Bildes von den Fernsehkameras beruht, die in überwachtem Objekt untergebracht sind. Die Alarmsignale und/oder das Bild werden meistens zum Einzelsender geleitet, mit welchem unter Benutzung einer Übertragungsleitung zum Einzelempfänger gesendet wird, der im Alarmempfangszentrum untergebracht ist. In Einzelfällen werden Signale aus zwei Sender gesendet, die mit einem Einzelempfänger mittels Zweibahnleitungen, zum Beispiel einer Fernsprechleitung und Funkstrecke gekoppelt sind. Das Grundsignal wird in der Regel mit einer Leitung und die übrigen Signale mit der anderen Leitung gesendet. Schließlich gelangen die aus zwei Quellen gesendeten Signale zum gemeinsamen Empfänger im Alarmempfangszentrum. Zur Realisierung dieses Verfahrens dienen die bekannten Anlagen für die Fernkontrolle überwachten Objekte, die mit einer Gruppe von Alarmmeldern und/oder Fernsehkameras sowie mit einem oder zwei im überwachtem Objekt installierten Sender ausgestattet sind. Zu dieser bekannte Anlage gehört ein Alarmempfangszentrum, wo sich ein einzelner Signalempfänger befindet. Das Alarmempfangszentrum wird meistens in zufälligen Räumen mit Bürocharakter, wie auch in Pförtnerlogen untergebracht. Bei der Projektierung dieser typischen Räume wird grundsätzlich die Notwendigkeit der Anwendung von Mauern, Türen wie auch Fenstern mit erhöhter Festigkeit nicht in Betracht genommen. Die Fensteröffnungen sind in bestem Fall mit Gittern versehen, jedoch werden vor Außenbeschuss oder vor Einwirkung von Sprengladungen oder chemischen Ladungen nicht gesichert. Darüber hinaus sind die in diesen typischen Räumen gebildeten Lüftungs - und Sanitärinstallationen vor unzulässigem Durchfluss von Gasen und Flüssigkeiten in umgekehrter Richtung nicht gesichert. Im Zusammenhang damit ist das Niveau der Gegeneinbruchsicherheit, das den bekannten Raum des Alarmempfangszentrums auszeichnet, bedeutsam niedriger als das Niveau der Sicherungen in der Mehrheit der überwachten Objekte. Hinsichtlich der Gegeneinbruchsicherheit ist nun das Alarmempfangszentrum das schwächste Glied in der Anlage für die Fernkontrolle überwachter Objekte. Die mittels bekannten Verfahrens sowie Anlage für die Fernkontrolle überwachter Objekte sind vor den Folgen des Ausfalls eines der Sender oder der Ausfalls des Signalempfängers sowie vor Folgen verschiedener unvorhergesehenen Unterbrechungen in der Signalübertragung auch nicht gesichert. Das Verfahren zur Fernkontrolle überwachter Objekte, das auf der Übertragung der Alarmsignale von den Alarmmeldern und/oder eines Bildes von den in überwachtem Objekt untergebrachten Fernsehkameras zum Alarmempfangszentrum mittels wenigstens eines Senders und unter Benutzung wenigstens einer Übertragungsleitung beruht, gemäß der Erfindung ist dadurch gekennzeichnet, dass die von den Alarmmeldern kommenden Signale und/oder das Bild von den Fernsehkameras gleichzeitig an zwei Sendern geleitet sowie mittels zwei unabhängiger Übertragungsleitungen an zwei getrennte im Alarmempfangszentrum untergebrachten Empfänger gesendet werden. Besonders vorteilhafte Lösung gemäß der Erfindung beruht darauf, dass wenn in einer der Leitungen eine Unterbrechung in der Übertragung auftritt, die eine bestimmte Zeit überschreitet, dann wird aus dem mit der zweiten Übertragungsleitung verbundenen Sender zum Alarmempfangszentrum ein Sabotagealarmsignal gesendet. Eine andere vorteilhafte detaillierte Lösung ruht darauf, dass in wenigstens einem Sender das Bild in Digitaldastellung registriert wird, das durch die Fernsehkameras in einem bestimmten Zeitintervall gesendet wird, das das beliebige Moment dessen Wiedergabe vorangeht. Noch eine vorteilhafte detaillierte Lösung ruht darauf, dass im Fall der Auslösung irgendwelchen Alarms ein verborgenes, früher in einem bestimmten Zeitintevall registriertes Bild wiedergegeben wird und darüber hinaus eine Einrichtung eingeschaltet wird, die das durch die Fernsehkameras vom Moment der Alarmauslösung übertragene Bild laufend registriert. Noch eine vorteilhafte detaillierte Lösung ruht darauf, dass das durch die Fernsehkameras vom Moment der Alarmauflösung übertragene, aktuelle Bild, auf den Bildschirmen der Monitoren im Alarmempfangszentrum erscheint. Um die schwierige Kontrolle der Objekte zu eliminieren, die auf der periodischen Begehung durch die Wächter ruht, in der vorteilhaften Lösung der Erfindung das durch die Fernsehkameras übertragene Bild auf den Bildschirmen der Monitoren im Alarmempfangszentrum in programmiertem Zyklus periodisch erscheint.
Die Anlage für die Femkontrolle überwachter Objekte, mit einer Gruppe Alarmmelder und/oder Fernsehkameras, sowie wenigstens mit einem Sender ausgestattet sind, die in überwachtem Objekt untergebracht sind, wie auch mit wenigstens einem in Alarmempfangszentrum installierten Empfänger, gemäß der Erfindung sind dadurch gekennzeichnet, dass jeder Alarmmelder und/oder jede Fernsehkamera an zwei Sender angeschlossen ist, dagegen im Alarmempfangszentrum zwei gesonderte Empfänger installiert sind, wobei jeder Sender mit zugehörigem Empfänger mittels einer Übertragungsleitung, mit Draht oder drahtlos verbunden ist. Jeder Empfänger ist vorteilhaft mit dem Monitor verbunden und wenigstens einer der Empfänger ist mit der Bildregistriereinrichtung vorteilhaft verbunden. Das Alarmempfangszentrum ist am besten in einem Raum untergebracht, der konstruktive Bausicherungen hat, die deren Bewältigung innerhalb von wenigstens 30 Minuten unmöglich machen. Dieser Raum hat vorteilhaft eine Eingangsschleuse sowie Lüftungsinstallationen mit Zwangsströmung der zugeführten und abgeführten Luft, jede davon ist mit einem Filter und Gasabsperrventil ausgestattet. Darüber hinaus hat er eine Klosettinstallation mit Flüssigkeitsabsperrventil. Die Eingangsschleuse besteht vorteilhaft zwei reihengeschaltete Kammern mit drei Türen, wobei die mittlere Tür, die die primäre Kammer mit der sekundären Kammer verbindet, und die innere Tür, die die sekundäre Kammer mit dem Raum des Empfangszentrums verbindet, sind mit Schlössern, Schildern und Blendrahmen ausgestattet, die der Klasse C entsprechen. Vor der äusseren Tür der Vorkammer und der mittleren Tür sind Fernsehkameras installiert, dagegen die innere Tür der Schleuse hat eine Öffnung, die mit einer Panzerglasscheibe fest verschlossen ist.
Dank der Anwendung der Lösungen gemäß der Erfindung wird das Niveau der Gegeneinbruchsicherheit in den überwachten Objekten wesentlich erhöht und die Sicherheitsbedingungen im Alarmempfangszentrum werden radikal verbessert. Im Falle des Schutzes der Räume mit hohem Risiko, zum Beispiel der Banksafes, die Klasse der mechanischen und elektronischen Gegeneinbruchsicherungen im Alarmempfangszentrum kommt denen in besonders geschützten Objekten gleich. Das System der doppelten Sendung, Übertragung und des Empfangs der Signale sichert ihnen die Kontinuität der Übertragung im Falle des Ausfalles eines der Sender oder Empfänger. Another advantageous detailed solution rests on the fact that the current image transmitted by the television cameras from the moment of the alarm resolution appears on the screens of the monitors in the alarm receiving center. In order to eliminate the difficult control of the objects resting on the periodic inspection by the guards, in the advantageous solution of the invention the image transmitted by the television cameras appears periodically on the screens of the monitors in the alarm receiving center in programmed cycle.
The system for the remote control of monitored objects, equipped with a group of alarm detectors and / or television cameras and at least one transmitter housed in the monitored object, as well as at least one receiver installed in the alarm receiving center, according to the invention are characterized in that each alarm and / or television camera is connected to two transmitters, whereas two separate receivers are installed in the alarm receiving center, each transmitter and receiver being connected by means of a transmission line, wire or wireless. Each receiver is advantageously connected to the monitor and at least one of the receivers is advantageously connected to the image registration device. The alarm reception center is best located in a room that has constructive safety features that make it impossible to manage it within at least 30 minutes. This room advantageously has an entrance lock and forced air ventilation installations of supplied and discharged air, each of which is equipped with a filter and gas shut-off valve. In addition, he has one Toilet installation with liquid shut-off valve. Thanks to the use of the solutions according to the invention, the level of anti-intrusion security in the monitored objects is substantially increased and the security conditions in the alarm receiving center are radically improved. In the case of protection of high-risk spaces, for example bank safes, the class of mechanical and electronic counter-intrusion alarms in the alarm receiving center is similar to those in specially protected objects. The system of double transmission, transmission and reception of signals ensures continuity of transmission in case of failure of one of the transmitters or receivers. Another advantageous consequence of the application of the invention is the possibility of reproducing the image registered by the television cameras before the moment of the alarm.

Die Anlage gemäß der Erfindung hat eine Gruppe Alarmmelder 1 und Fernsehkameras 2 sowie ein Paar Sender 3, 4, die in überwachtem Objekt 5 installiert sind. Jeder der Alarmmelder 1 und Fernsehkameras 2 sind an die beiden Sender 3, 4 angeschlossen. Die Anlage ist auch mit einem Alarmempfangszentrum 6 ausgestattet, wo zwei getrennte Empfänger 7, 8 installiert sind. Die Sender 3, 4 sind mit den zugehörigen Empfängern 7, 8 mittels zugehöriger Übertragungsleitungen 9, 10 verbunden. Für die Verbindung des Senders 3 mit dem Empfänger 7 dient die Drahtleitung 9, dagegen für die Verbindung des Senders 4 mit dem Empfänger 8 dient die drahtlose Leitung 10. Die Drahtleitung 9 können Ferngesprächleitungen verschiedener Art bilden, dagegen die drahtlose Leitung 10 können Funk - , Funksprech - und Satellitenleitungen bilden. Jeder Empfänger 7, 8 hat mit seinem Monitor 11 Verbindung, wo das Bild aus den Fernsehkameras 2 gezeig wird. Beide Empfänger 7, 8 sind mit den Bildregistriereinrichtungen in Form von Videorecorder 12 verbunden. Das Alarmempfangszentrum 6 ist in geschlossenem Raum 13 gebildet, der mit den, auf der Zeichnung nicht gezeigten konstruktiven Bausicherungen ausgestattet ist. Diese Sicherungen sollten solche Festigkeit aufweisen, die deren Bewältigung innerhalb von wenigstens 30 Minuten unmöglich machen. Der Raum 13 hat eine Eingangsschleuse 14 sowie zwei Lüftungsinstallationen 15, 16 mit Zwangsströmung der Luft. Die Lüftungsinstallation 15 führt Frischluft aus der Außenumgebung zu und die Lüftungsinstallation 16 dient für die Abführung der Abluft aus dem Raum 13. Beide Lüftungsinstallationen 15, 16 sind vor eventuellen Gasangriff von außen wirkungsvoll gesichert. Jede Lüftungsinstallation ist mit einem Filter 17 sowie einem Gasabsperrventil 18 ausgestattet. Die Luftkanäle 19 der beiden Lüftungsinstallationen haben je drei Einknickungen unter dem Winkel von 80 - 90 Grad, und deren Außeneinlauf sowie der Auslauf ist vom Raum 13 entfernt sowie auf die auf der Zeichnung nicht zu sehende Weise getarnt. Die Lufteinlaufzone der Lüftungsinstallation 15 wird durch die Außen - Fernsehkamera 20 überwacht. Im Raum 13 befindet sich auch eine Klosettinstallation 21, die ein auf der Zeichnung nicht sichtbares Flüssigkeitsabsperrventil hat. Der nicht dargestellte Abwasserkanal dieser Klosettinstallation hat auch drei Einknickungen unter dem Winkel von 80 - 90 Grad und dessen Auslauf ist auch getarnt. Die Einlaufschleuse 14 ist aus zwei Kammern gebaut, die reihenweise miteinander verbunden sind sowie mit drei Türen 24, 25, 26 ausgestattet. Die mittlere Tür 25 verbindet die primäre Kammer 22 mit der sekundären Kammer 23 und die innere Tür 26 verbindet die sekundäre Kammer 23 mit dem Raum 13. Die mittlere und innere Türen 25, 26 sind mit nicht dargestellten Schlössern, Schildern und Blendrahmen ausgestattet, die die Qualitätsbedingungen entsprechender Polnischer Normen in der Klasse C erfüllen. Vor der äusseren Tür 24 der Vorkammer 22 und vor der mittleren Tür 25 sind zwei Fernsehkameras 27, 28 installiert. Die innere Tür 26 hat eine Öffnung, die mit einer Panzerglasscheibe 29 fest geschlossen ist. Die Panzerglasscheibe 29 ermöglicht die Beobachtung der Personen in der sekundären Kammer 23. Die Eingangsschleuse 14 funktioniert auf solche Weise, dass nach dem Öffnen der mittleren Tür 25 die innere Tür 26 blockiert ist. Deren Öffnen darf erst nach dem Schließen der mittleren Tür 25 und umgekehrt erfolgen. Das Alarmempfangszentrum 6 wird mit der Elektroenergie aus zwei festen Quellen in Form von den auf der Zeichnung nicht dargestellten Trafostationen unabhängig gespeist und darüber hinaus für den Ausfall der Leitungsnetze hat es ein eigenes Stromaggregat. Für eine bessere Sicherung des Alarmempfangszentrums 6 vor eventuellem Überfall ist es mit einem anderen Alarmempfangszentrum mit angenäherter Sicherungsklasse verbunden.
Die Fernkontrolle des überwachten Objektes 5 ruht auf der gleichzeitigen Zuführung der Alarmsignale von jedem Alarmmelder 1 und des Bildes von jeder Fernsehkamera 2 zum Paar Sender 3, 4 und danach auf der deren Übertragung mit zwei unabhängigen Übertragungsleitungen 9 und 10 zu zwei getrennten Empfängern 7, 8 im Alarmempfangszentrum 6. Die Sender 3 und 4 werden für die Emission von Alarmsignalen, die vor allem über dem Einbruch, Überfall, Feuer, Überflutung des Raumes, Entweichung von Gas oder Einführung von Schlafgas, wie auch für notwendige Aufforderung der medizinischen Hilfe ausgenutzt. Außerdem emittieren die Sender 3 und 4 Bild und Ton aus den Fernsehkameras 2. Wenn in einer der Leitungen 9, 10 eine Unterbrechung der Übertragung erfolgt, die eine bestimmte Zeit, zum Beispiel einige Sekunden übersteigt, dann sendet der mit der anderen, weiterhin tätigen Leitung verbundene Sender selbständig zum Alarmempfangszentrum 6 das Signal des Sabotagealarms. In den Sendern 3, 4 wird ständig das Bild digital aufgezeichnet, das durch die Fernsehkameras 2 in 15 Minuten vor dem beliebigen Moment der Wiedergabe dieses Bildes übertragen wird. Im Falle der Auslösung eines beliebigen Alarms, vor allem infolge Sabotagetätigkeit oder Beschädigung oder Verblendung der Fernsehkamera, erfolgt eine selbständige Wiedergabe des verborgenen, vorher innerhalb der letzten 15 Minuten registrierten Bildes. Darüber hinaus schaltet der Videorecorder 12 ein, das Bild und Ton laufend registriert, die durch Fernsehkameras 2 vom Moment der Alarmauslösung übertragen werden. Das Bild auch gleichzeitig auf den Bildschirmen der Monitoren 11 dargestellt und der Ton wird durch Lautsprecher emittiert, die auf der Zeichnung nicht dargestellt sind. Gleichzeitig im Alarmempfangszentrum 6 werden Alarme ausgelöst, die den Dispatcher über die unvorhergesehenen Ereignisse in überwachtem Objekt 5 informieren. Zwecks Realisierung der so genannten Telebegehung, die schwierige persönliche Begehung ersetzt, werden in überwachtem Objekt 5 Fernsehkameras 2 systematisch eingeschaltet. Das Bild aus diesen Fernsehkameras wird periodisch in programmiertem Zyklus auf den Bildschirmen der Monitoren 11 dargestellt und zusätzlich kann es mittels eines Videorecorders 12 registriert und innerhalb einer bestimmten Zeitperiode aufbewahrt werden. Der Zyklus der Telebegehung sollte unregulär und so geheim gehalten sein, dass er durch die eventuellen Angreifer nicht dechiffriert werden kann.
Die Wirksamkeit der Funktionierung des Verfahrens und der Anlage zur Fernkontrolle überwachter Objekte hängt in wesentlichen Grad von den psychophysischen Fähigkeiten sowie Kenntnissen des eingestellten Personals ab. Dazu werden Schutzagenten einer besonderen Schulung unterzogen, während deren das Vierelementschulungsverfahren nach dem Konzept von Marian Krylowicz ausgenutzt wird. Das wesentliche dieses Verfahrens ruht auf der gleichzeitigen Entwicklung der physischen Fertigkeit, Vertiefung der allgemeinen und spezialistischen Kenntnisse, der Entwicklung des Intellektes durch Übung des Gehirns sowie auf der allgemeinen geistigen Entwicklung. Dieses Verfahren ist in allen Bildungsprozessen, auf jedem Niveau und auf jedem Gebiet der menschlichen Aktivität verwendbar.The system according to the invention has a group of
