Abstract

The aim of the invention is to replace the paper tickets which parking meters provide on payment with card or chip by electronic check means. The conventional paper ticket for the client as proof of payment, is replaced by an electronic ticket relating to the combination of " act of paying - card - meter " the image of which is similar to the paper ticket and can be displayed at all times on the screen of the meter by introducing the payment card. For the warden the image and the state of all the monitored parking places are presented on the screen of the parking meter which allows the state of the monitored parking places to be recognised at a glance and obviates the need to leave and monitor the tickets placed behind the vehicle windscreen.

Description

There are many ways of assisting in the monitoring of parking fee payments for open or developed places along the streets. The most common means are parking meters and time stamps among which the most significant are:
  • Mechanical parking meters placed in close proximity to places to watch and intended to cash the parking currency. Generally, they always indicate the balance of the parking time still available and they manage 1 to 2 places per aircraft.
  • An electronic variant of these parking meters managing 1, 2, 4, 6 or even 8 parking spaces by indicating, by means of topographical references, the balance of parking time still available for each of the places. The latter cash the traditional currency and the most recent are also working with electronic smart cards. Generally, clients and supervisors can check the balance of time remaining for each of the monitored positions. This verification is made on the basis of the topographic position of the parking place and independently of the means of payment.
  • For about thirty years have appeared the timestamps intended to manage 5, 10, 20 or even 30 parking spaces or more. They serve to manage these places by issuing a paper ticket as a witness to the payment of the parking fee. Generally, this light clearly indicates the parking time limit. In most cases, the user is required to place this witness behind his windshield so that the supervisor can verify compliance with the payment and the limit of parking time. In some cases, the parking spaces are numbered. The customer enters the number on the pay and display machine. This will be reported on the sample ticket. Sometimes, it is necessary to place this witness behind the windshield of the vehicle, formerly, the customer can keep the ticket in his pocket, the supervisor having a way to know the time limits corresponding to various tickets issued. Generally, these time stamps accept cash payments. For the past ten years, they have also accepted payments using magnetic and microchip cards.
  • As vandalism increases considerably and results in the break-in of parking meters for the purpose of plundering the money collected, many municipalities have, for many years now, removed the currency to introduce parking stamps that only work with cards. and no longer contains money inside. The principle of work is the same as that described above that is to say that each operation is issued a parking ticket as evidence, the latter usually having to be put behind the windshield of the vehicle.

The document WO 97/30421 A discloses an electronic parking meter accepting payments by coins and smart cards. II mentions the possibility of reintroducing in the smart card reader, the card having served to a previous payment, which makes it possible to display the hour limit of the parking operation and to reintroduce on the card, the unused monetary balance and corresponding to the current parking operation, if any.

The present invention aims to replace the paper tickets that parking ticket machines deliver during electronic chip card payments by means of control made available to customers and supervisors, with the aim of reducing the costs of production and maintenance. the operation of time stamps that no longer have a printer or paper to re-feed periodically and to facilitate the activity of the supervisors. For the customer, the traditional paper parking ticket, proof of payment, is replaced by an electronic ticket, real or reconstituted, linked to the set "payment action - card - time stamp" and whose image similar to that of a paper ticket can be presented at any time on the screen of a parking meter this simply by introducing the payment card while for the supervisor, the image of the monitored parking spaces and their status are presented on the screen the time stamp which allows, at a glance, to know the state of the monitored fleet and no longer requires the analysis of tickets deposited behind the windshield of each vehicle while also removing the operation removal of these tickets, necessary in most other systems used.

This operation is made possible by the fact that the paper ticket is replaced either by an electronic ticket "image of the paper ticket" and deposited in the electronic chip card and / or by reconstituting the parking operation from the identifier or other information contained in the electronic chip card and in the time stamp used to pay for an operation. The images of the tickets presented on the timestamp screen include the same information as that of a paper ticket, ie the hourly limit of the parking operation and the indication of the relationship that there is between this ticket and the location of the parking space or the vehicle. This way of doing reassures the customer insofar as he holds permanently proof of payment.

The various forms of parking tickets related to electronic payment chip cards are:
  • The electronic chip card used is private, that is to say, specific to the parking system of the city and contains, in electrical form, the copy of the traditional paper ticket securely inscribed by the parking ticket machine. The customer can check his ticket by presenting his card on one of the machines of the same family. The smart card can memorize one or more tickets, the number being fixed beforehand.
  • The electronic chip card is of the banking or financial institution type debit or credit, or electronic purse. In these cases, it stores, for each transaction, the related monetary information consisting of the payment receipt containing the amount of the transaction, the currency of the transaction, the date and time, the identifier of the type of equipment or debtor customer and debtor device number. When a customer reintroduces his card on the parking meter, the parking ticket is reconstituted from the information contained in the card and the time stamp and the image of the ticket is presented on the screen. In addition, all the timestamps of the same family can contain the list of the machines of the same park, including their number and the work area, as well as the various tariffs corresponding to the various zones. Thus, when a customer presents his credit card which has been used to pay for a parking operation on other equipment of the same family, he can easily reconstitute the parking ticket according to the elements contained in the card and in his memory and thus present on the screen, the ticket reconstituted.
  • The electronic chip card is of the bank or debit or credit type, or electronic purse combining the transaction information described above and having additive memories making it possible to house the copy of the parking ticket (s) registered with safe way by the parking meter.
  • The electronic chip card is of the private type without storing historical or monetary data. Generally and for security reasons, this type of card has an individual number. During a parking operation, the parking meter will memorize the characteristics of the parking operation as well as that of the means of payment. It will keep records of the last hours or days. From then on, and each time a customer presents this type of card on the same time stamp, the information corresponding to this card will be searched in the table of the recordings and presented on the screen in the form of image of parking ticket. By extension, these time stamps can be networked and thus make it possible to present the images of all tickets on all time stamps of the same family.

The time stamp will be arranged so that the supervisor has the information necessary to check the parking status of each vehicle in the park in question.

The figures below represent, by way of non-limiting example, a type of embodiment.

This same information can also be transferred by an electronic chip card input manipulated by the operator.
  • The Fig. 11 represents, side by side, a card time stamp and a mixed card and coin clocks machine. The coin clocks have the same frontal image as the card clocks and the same functions. It also allows payment by currency and in this case, systematically delivers a ticket. When a card, subject of a parking operation is presented on the mixed ticket machine, the latter displays the ticket on its electronic display and may, at the customer's request, issue a receipt or paper copy ticket ticket.

The Fig. 12 represents a section of roadway with parking spaces and parking meters located on both sides. Advantageously, the C-card timestamps are combined with C + M mixed timestamps to accept card and currency payments and this for a lower installation cost than the installation of mixed timestamps only, the latter In addition, this combination also makes it possible to obtain paper receipts for card payments by presenting a card that has been used for payment on one of the mixed ticket machines. This organization is particularly well adapted to recent developments of means of transmission "local radio" type said Bluetooth. Indeed, a mini-radio network can be organized between the few C-card timestamps and the mixed timestamp that is traced to them, all forming a coherent cell that can be connected to a more general communication network.

All the devices of the same family or all the cells can be coupled in a network so that a ticket issued on one of the pay and display machines is known on all the time stamps of the same family and thus available when a customer introduces his card on any device of the same family.

These devices also serve as a bridgehead for remote payments made using cell phones. One of the cases consists in equipping each apparatus or each cell with a telepayment receiver such as when a tele-payment is made, the information of the state of the place is recorded or available on the time stamp, in order to allows the supervisor and / or the client to check locally the payment status of the parking action.
