  • the system proposed by the invention allows the monitoring of sensitive environments, presenting a high security risk.
  • the invention proposes a system for video surveillance which overcomes this drawback and through which the task of monitoring operators located at the checkpoint level is considerably simplified.
  • surveillance systems comprising a plurality of cameras observing a given environment, and a command post where the images recorded by the cameras are displayed, this environment is divided into a plurality of islets making subject to local surveillance, the system comprising means for transmitting at the level of each island, when an incident is detected there, an alarm signal which carries identification information, means of reception of this alarm signal, a management unit which the received signal is transmitted, which processes this signal so as to locate the island from where the alarm signal was issued.
  • the invention proposes a system for surveillance of this type characterized in that it includes means for controlling a camera according to different optical orientations and adjustments, so that the same camera can view different islands, and in that, the surveillance being carried out by members of a security located at the islands, the system includes remote controls with which said members are provided for trigger the emission of an alarm signal carrying a information allowing the management unit to identify automatically and instantly the state in which finds the transmitter and automatically control and instantly, in response to this alarm signal, camera orientation and adjustment so that the control station visualizes upon detection of a alarm signal the entire island from which this signal comes alarm.
  • the alarm signal can be of any kind type: over the air, infrared, cable, etc.
  • Incidents are detected by others operators, and possibly by specific sensors at each of the monitored subzones.
  • this is the subject a visualization processing which is automatic. So, the operators who are at the level of the command can devote itself to incident analysis detected and defining the necessary interventions.
  • FIG 1 there is shown schematically an S football stadium which we want to monitor grandstands T.
  • stadium S is equipped with several camera sets (rack 1 to rack 4 in figure 1) likely to observe one or more each compartments C of the stands.
  • the arrows on the figure 1 illustrate for example a field of view possible for cameras in rack 4.
  • the different compartments C which constitute the grandstands are each subdivided into a plurality of islets 5 which for example each correspond to approximately 1000 to 1500 spectators.
  • Incident detection occurs at the level islands 5 themselves. It can be done automatically, by means of specific sensors, or be supported by members of the security team placed in the grandstands T.
  • Each member is for example in charge of an island 5 he monitors by placing himself at the level of the last row grandstands.
  • a member of the security team When a member of the security team detects an incident, it operates a transmitter which transmits to a general receiver a coded signal comprising a location information (e.g. number the island where it is located).
  • a location information e.g. number the island where it is located.
  • the cameras that are assigned to compartment C where is this island 5 are then automatically oriented on this island and preset in zoom and focus according to the planned schedule.
  • the island in question is subdivided into four sectors 6, each observed by a particular camera of the same rack, these sectors each corresponding to about 250 to 300 people.
  • the images thus collected are transmitted to a control station where they are displayed on four separate monitors.
  • This control station thus has four complementary images allowing him to analyze the incident detected.
  • the command post has the possibility to refine the orientation of the camera (s) as well as their focus and zoom so as to have, as well as illustrated in Figure 4, of the best image possible from the specific area where the incident occurred.
  • the images are digitized, compressed and encrypted then stored on hard drive, with possibility of immediate destocking for reading on a screen or for storage on a photographic medium (disc optical, DAT cassette, hard disk memory, ...) or video.
  • FIG. 5 we now refer to FIG. 5 in which we have schematically illustrated the different elements which make up the system proposed by the invention.
  • the system includes a plurality of cameras 10 grouped on racks. These cameras 10 are mounted on turrets 11 which allow their orientation in elevation and on which they are orientable in azimuth. The orientation in elevation and in azimuth of the cameras 10 is controlled by telemetric signals S Tel which are transmitted by a management unit 13 to actuation means 12 which control the pivoting from turrets 11 as well as the tilting of the cameras 10.
  • These telemetry signals S Tel also transmit information to the camera 10 for adjusting its optics 10a.
  • the means 12 also exchange in the opposite direction with unit 13 to which they provide information relating to the operation of cameras 10 and turrets 11 (elevation and azimuth positions, adjustment of the optics 10a, etc.).
  • the images recorded by the cameras 10 are transmitted to video matrixing means 14 where they make the subject of a video matrixing.
  • the processing by the management unit 13 is implemented works on reception by receivers 15 of a signal alarm issued by a unit 16.
  • Units 16 are for example as was previously described, RF remote controls operated by security team members. Other types of remote controls can be used: IR, ultrasound, etc.
  • the remote controls can be simple or identifiable remote controls or provided with alphanumeric keyboards allowing the wearer to address its own functional and geographic data.
  • the units 16 can also be consisting of detectors which automatically detect an incident for example depending on the movements in the monitored area (radar and volumetric sensor, barrier hyper frequency, radiating system, etc.), or function of a noise level :, of a contact (sensitive cable) or an identification, any other type of detector being of course possible.
  • detectors which automatically detect an incident for example depending on the movements in the monitored area (radar and volumetric sensor, barrier hyper frequency, radiating system, etc.), or function of a noise level :, of a contact (sensitive cable) or an identification, any other type of detector being of course possible.
  • the management unit 13 has a database 18 which allows its processing software 19 to recognize the source of the alarm signal received.
  • the images matrixed detected by the cameras corresponding to the island concerned are transmitted to monitors 17 located at level from control station P.
  • control station P selects the image that allows him to correctly understand the incident and controls the cameras 10 (zoom, focus, tilting) and the turrets 11 for example to visualize some details of the island concerned.
  • the raster images received are also sent to a processing unit 20 which digitizes them and stores in a memory 21b.
  • the processing unit 20 can also control at the same time the destocking of the images recorded for viewing them on one of the monitors at another station of conduct 22 or their recording on a video medium 21a in particular hard-copy (photo).
  • a unit 16 emits an RF alarm signal when it is operated either manually by a member of the monitoring, either by a signal at the output of a sensor incident detection electronics, referenced by 23.
  • the transmitted alarm signal is coded and carries a identification information corresponding for example to contact details of the remote control carrier or contact details location of the electronic sensor.
  • the alarm signal is received by one or more receivers 15A, 15B each connected to an interface unit 24 IT, which transmits the data it receives to the management unit 13.
  • FIG. 6 also shows means E for listening to the different islets monitored. The signals are also transmitted by the interface unit 24 to the processing unit 13.
  • the interface unit 24 also receives from the unit processing 13 different information.
  • Information are for example an MV voice message to be sent at the island from which the alarm originates, as well as data transmitted to the actuating means 12 for controlling the cameras 10 and their turrets 11.
  • the cameras 10 and the turrets 11 are associated with means 25 for their preprogramming in site, azimuth, zoom and focus.
  • the images recorded by the cameras 10 are transmitted to the processing unit 13 where they are the subject video matrixing (means 14), digitization and compression (processing 20a), encryption (processing 20b) and a storage 26 on memory means 21b.
  • the stored images can of course be the subject destocking (processing 27), decryption and decompression (treatment 28) for review on the monitors 17.
  • the digital images stored on the memory means 21b can be sent by a network of communication, for example of the ISDN type on a central control PCC external centralizing the information.
  • the different information (alarm information or audio) transmitted by interface 24 to the processing 13 are processed by processing means 29 then checked at unit 30.
  • unit 30 controls the different alarm signal settings, other than those identification code.
  • Alarm information is processed by the software 19, which displays an alarm message and identifies, by means of its database 18, the island from which the alarm signal.
  • Identification information is transmitted to processing means 31 which address the cameras 10 corresponding to the identified island whose orientation, their zoom and focal length are controlled instantly based of their preprogramming, the means 31 then commanding automatically mastering of images from of these cameras for viewing on the monitors 17.
  • the software 19 also controls the network of telemetry.
  • the audio signal received from the identified island is also processed at unit 32, a signal of sound emission being sent if necessary on interface 24, via computer link.
  • Messages received and transmitted by the units 31 and 32 are stored on memory means 31a and 32a.
  • Operators at the operator station at all times can intervene to send a signal to the island where the incident is located, order the cameras, etc ...
