A horizontal portion (21) of a wrapping arm is secured under the hollow arm (16) and becomes a part (22) projecting perpendicularly downwardly. A strip reserve bobbin (19) is arranged either on the shaft or on the horizontal part (21) facing the vertical part (22). The strip (20) starts from the bobbin (19) and passes by return pulleys (23) through the horizontal part (21) and the vertical part (22) to arrive to the bracket (25) of a lower carriage (6).
