said first auxiliary blade (17) is designed such that, in the natural rest position of the cutting blade (16), its cover portion (17a) leans against the guide wall (10), so as to impart a braking action to the web in the passage-way (C), and that, in the cutting position of said cutting blade (16), said auxiliary blade (17) is subjected by the action of the pressure exerted on its abutment portion (17b) to a moment (M) which brings about pinching and blocking of the web by its cover portion (17a) inside the passageway (C) ;
a second auxiliary blade (18) is articulated about a shaft (Y) ;

the cutting blade (16) is articulated about a shaft (X), located near an edge of the opening (S) opposite the threshold (10b) of the guide wall of the casing ;
the second auxiliary blade (18) is articulated about a shaft (Y), located near the threshold (10b) of the guide wall ;
the second auxiliary blade (18) possesses a cross-sectional area having a height less than that of the cross-sectional area of the cutting blade (the height of a blade being defined by the distance between its articulation shaft and its farthest removed terminal edge) ;
the cutting blade (16) possesses a cross-sectional area having a height less than the distance between the bent edge (18b) of the second auxiliary blade and the articulation shaft (X) of the cutting blade in the natural rest position.

the guide wall (10) is fixed between the aforementioned side pieces (6b) and provided in its rear part with guide means (11) for the web, arranged opposite the rear plate (6), so as to delimit a space (P) for the advance of the web at the exit of the store room (3).
14. Device for dispensing a web according to either Claim 12 or 13, characterised in that the guide wall (10) is extended at the front beyond its threshold (10b) in a lip (10c) which extends downwards and carries an impregnable fastening element (12) for the front wall (5a) of the box.
