The apparatus comprises: a hydraulic power unit for a hydraulic cylinder-and-piston actuator (46, 42) for the raising and lowering of the barrier (A) by means of a sector gear and rack (54A, 50); a hydraulic circuit with distributors, pressure regulators, valves and the like; mechanical locking means (56, 52) at least for the lowered position of the barrier (A); and auxiliary units (7, 10; 9, 14) for overcoming initial inertia on opening. <IMAGE>
