Die Betreiber von elektrischen Haushaltsgeräten oder dergleichen, verfügen jedoch selten über die erforderlichen Kenntnisse und technischen Mittel, die zum ordnungsgemäßen Prüfen der Funktionstüchtigkeit eines Schutzleiters notwendig sind.
