Zweck dieser Überlaufrohre (auch Überlauföffnung) ist es, einen bestimmten maximalen Füllstand in einem Becken oder Behälter zu gewährleisten. Nach Erreichen dieses maximalen Füllstandes, fließt die ggf. weiter einströmende Flüssigkeit über die Oberkante der Öffnung eines Überlaufrohres, dann durch das Überlaufrohr und anschließend über die Entwässerungsleitung ab. Eine weitere bekannte Funktion ist eine Sicherungsfunktion, wie z. B. in einem WC-Spülkasten. Sollte das sog. Füllventil zum Nachspeisen des Spülwassers in einen WC-Spülkasten nach erreichen des voreingestellten Füllstandes nicht oder nicht vollständig schließen, so kann auch hier über das Überlaufrohr das Wasser abfließen und ein Überlaufen des Spülkastens in den Baukörper wird sicher vermieden. WC's üblicher Bauart neigen dazu durch Benutzung mit der Zeit an den Innenflächen erheblich zu verschmutzen und erfordern immer wieder einen mühevollen Reinigungsaufwand, um Kalk, Keime, Bakterien (auch Biofilm), Urinstein und andere hartnäckige Ablagerungen aus der gesamten WC-Schüssel zu entfernen. Dabei werden oft erhebliche Mengen an umweltschädlichen chemischen Reinigern eingesetzt und viel wertvolles Trinkwasser die Toilette hinuntergespült. Der im Schutzanspruch 1 angegebenen Erfindung liegt das Problem zu Grunde, dass man selbsttätig wirkende umweltfreundliche Reiniger, wie z. B. Zitronensäurelösung, bisher nur im niedrig stehenden Sperrwasser des Geruchsverschlusses eines WC-Beckens sicher anwenden konnte. Die weitaus größere Innenfläche eines WC-Beckens musste man weiterhin mühevoll von Hand (gemeint ist auch unter Verwendung einer WC-Bürste oder anderer mechanischer Hilfmittel), unter Zugabe zahlloser chemischer Reiniger oder anderer Hilfsmittel reinigen. Wertvolles Trinkwasser und zu viel umweltschädliche Chemie wurde dabei verwendet. Ein weiteres erhebliches Problem bestand darin, dass man unerwünschte Keime u. Bakterien in diesem sensiblen Bereich nur mittels weiterer chemischer keimmindernder Substanzen bekämpfen konnte. Bei der Reinigung eines WC-Beckens im häuslichen Bereich spielten steckbare Überlaufrohre zur gewollten Flüssigkeitstanderhöhung innerhalb des WC-Beckens für einen gewissen Zweck bisher keine Rolle. Die Reinigung erfolgte bisher unter Verwendung zahlreicher technischer, mechanischer und chemischer Hilfsmittel, die allesamt nicht, das beliebig lange Einwirken einer im WC-Becken hochstehenden umweltfreundlichen Reinigungslösung zum Inhalt hatten. Die Nutzung einer, in vielen Bereichen bekannten technischen Lösung (Überlaufrohr) für die umweltschonendere Reinigung eines WC-Beckens üblicher Bauart im häuslichen Bereich ist völlig neu.
