A bag-making and packaging machine as defined in claim 1, wherein: the film feeding mechanism (2) further comprises a limiting device, the limiting device comprises limiting side check rings and/or limiting pinch rollers (27), the limiting side check rings are arranged at two ends of the fixed roller (13), the limiting pinch rollers (27) are pressed on the fixed roller (13), and the limiting pinch rollers (27) are provided with self-sealing strip limiting grooves.
