The stirrer further comprises a transmission shaft 7, stirring rods 8 and a motor 9, wherein the transmission shaft 7 is arranged in the stirring barrel 6, a plurality of stirring rods 8 are uniformly arranged on the transmission shaft 7, and one end of the transmission shaft 7 is connected with an output shaft of the motor 9. The various agents are thoroughly mixed with the water to be treated by using a stirrer.

The on-line monitoring and early warning device comprises a computer and a water quality monitor, wherein the water quality monitor comprises a turbidity meter, a pH meter and a conductivity meter, the computer is electrically connected with the water quality monitor, and the water quality monitor is arranged at the water outlet end of each water treatment device. The water quality detector monitors the water quality of the effluent of each treatment device in real time and feeds the water quality back to the computer, and the computer regulates and controls the water treatment device according to the feedback.
