s3, in the collecting stage, after the garbage is networked, the moving unit 21 drives the upper collecting basket to be lifted upwards, as shown in fig. 6, the fishing mechanism 3 completes vertical overturning through the connecting rod and the folding rod 24, and dumps the garbage into the upper collecting frame 4, as shown in fig. 5, and then the middle shaft is retracted to the original position to complete the whole collecting action;
and S4, finishing the stage, returning the water surface garbage collection device through differential motion of double propellers 15 arranged at the bottom, and folding the fishing mechanism 3 to bring the fishing mechanism back conveniently.

a plurality of first connecting rods are fixedly connected to the outer side wall of the top of the rotating unit, a plurality of folding rods are movably connected to the first connecting rods, the folding rods are fixedly connected with the fishing mechanisms, and the fishing mechanisms are arranged outside the side wall of the mounting mechanism;
the top of the mobile unit is provided with a collecting frame, the outer wall of the collecting frame is connected with a plurality of second connecting rods, the second connecting rods are movably connected with a plurality of folding rods close to the first connecting rods, and the folding rods are used for folding the fishing mechanism to the upper side of the collecting frame.
