Referring to fig. 5, externally input read-write control information is sent to the programmable memory 3 through the read-write control module 2, the programmable memory 3 receives the read-write control information through an input interface, meanwhile, the read-write detection unit 11 in the read-write monitoring module 1 receives the read-write control information and performs category judgment on the read-write control information, when judging that the read-write control information is the write control information, the first timing unit 14 starts timing, meanwhile, the read-write detection unit 11 sends the write control information to the main control unit 15 in the read-write monitoring module 1, when the second timing unit 12 generates second timing information, and when the second timing information reaches a first preset time length, the read control generation unit 13 generates read control information, and when the read control information is sent to the main control unit 15, the read control information is sent to the read-write control module 2, the read control module 2 sends the read control information to the programmable memory 3 through the input interface of the programmable memory 3, the programmable memory 3 responds to the read control information and outputs the write operation information through the output interface, and sends the write operation information to the main control unit 15 in the read-write monitoring module 1, when the second timing information reaches a first preset time length, the read control unit 13 generates the first timing information, and the first timing unit 14 starts generating the first timing information; the main control unit 15 judges whether the received first timing information reaches a second preset time length, judges whether the writing operation information is error writing operation information when the first timing information reaches the second preset time length, generates burning abnormal information and invalid control instructions when the writing operation information is error, simultaneously sends the burning abnormal information to terminal equipment held by a technician, sends the invalid control instructions to the programmable memory 3 through input interfaces of the read-write control module 2 and the programmable memory 3, and controls the programmable memory 3 to prohibit being accessed.
