The PCCP pipeline hydrostatic test plugging frame according to claim 1, further comprising an adjusting mechanism for pre-adjusting the spring water bag, wherein the adjusting mechanism comprises a baffle plate arranged at the front side of a guide hole in the inner frame, the baffle plate is slidably sleeved on the water delivery connecting rod, an adjusting screw rod is sleeved on the guide hole in the inner frame, the outer end part of the adjusting screw rod is pressed against the baffle plate, and the adjusting screw rod can adjust the position of the baffle plate to realize pre-adjusting compression of the spring water bag.
