The water-based multi-component full-matt scratch-resistant clear finishing paint is characterized by comprising a hydroxyl component, a curing agent component and a gloss regulator, wherein the molar ratio of-OH in the hydroxyl component to-NCO in the curing agent component is 1.5:1, wherein the weight ratio of the hydroxyl component to the gloss modifier is 1: (1-3.5%);
the formula of the hydroxyl component comprises the following components in percentage by weight:

the curing agent component is sulfonate modified HDI trimer;
the gloss modifier is boric acid.
2. The aqueous multi-component full-matt skin-scratch-resistant clear topcoat composition according to claim 1, wherein the aqueous hydroxy polycarbonate resin has a solids content of 40±1%, a pH of 7 to 9, and an emulsion particle size of 80 microns or less.
3. The aqueous multi-component full-matt skin-scratch-resistant clear top coat according to claim 1, wherein the aqueous polyurethane resin has a solid content of 40+/-1%, a pH value of 7-9, a minimum film forming temperature of 44 ℃ and a fineness of below 30 microns.
4. The aqueous multi-component full-matt skin-scratch-resistant top coat according to claim 1, wherein said film forming aid is selected from one or more of BCS, DPM, DPNB.
5. The aqueous multi-component full-dummy anti-scratch skin feel varnish according to claim 1, wherein the defoamer is dyad Airex 902W or Foamex 825 or a mixture of Airex 902W and Foamex 825.
6. The aqueous multi-component full-matt scratch-resistant skin feel varnish according to claim 1, wherein the wetting agent is dihomo Twin 4100.
7. The aqueous multi-component full-matt scratch-resistant skin feel varnish according to claim 1, wherein the hand feel aid is Dowsil 211S, dow.

The aqueous multi-component full-matt skin-scratch-resistant top-coat paint according to claim 1, wherein said thickener is at least one of hydroxymethyl cellulose, hydroxypropyl methylcellulose, sodium carboxymethyl cellulose, hydroxyethyl cellulose, guar gum, xanthan gum, associative polyurethane thickener.
9. A method for preparing the aqueous multi-component full-matt scratch-resistant varnish according to any of claims 1-8, comprising the steps of:
(1) Weighing the components according to the proportion, sequentially adding the aqueous hydroxy polycarbonate resin and the aqueous polyurethane resin, and stirring for 5 minutes at the rotating speed of 400 rpm; raising the stirring speed to 600-800 rpm, sequentially adding the defoaming agent, the wetting agent, the film forming auxiliary agent and the handfeel auxiliary agent, then adjusting the rotating speed to 1000-1200 rpm, and stirring for 15-25 min; then reducing the stirring speed to a medium speed of 600-800 rpm, adding a thickening agent and water to adjust the viscosity to 80-85 KU/25 ℃, and filtering to obtain a hydroxyl component;
(2) Filtering the sulfonate modified HDI trimer with 200 meshes to obtain a curing agent component;
(3) And (3) preparing the prepared hydroxyl component and curing agent component according to a molar ratio, adding boric acid powder, mixing, and standing for 12-18 min to obtain the water-based multi-component full-matt scratch-resistant skin-feel varnish.
