一种时间偏移量的确定方法及其装置，可应用于通信技术领域，其中，由终端设备(12)执行的方法包括：根据消息2MSG2中无线网络临时标识TC‑RNTI的取值，确定当前针对波束或者针对用户组的第一时间偏移量(21)。由此，终端设备(12)可以根据TC‑RNTI的取值确定针对波束或者用户组的第一时间偏移量，对终端设备(12)与网络设备(11)之间传输的数据进行补偿，从而解决了由于卫星(13)高速移动导致的终端设备(12)与网络设备(11)间的定时关系调整不准确的问题，保证了数据交互的可靠性。
