Optionally, each operation and maintenance unit of the operation and maintenance power distribution network is responsible for collecting power outage requirements of each corresponding operation and maintenance device, where the power outage requirements include, but are not limited to, power grid infrastructure, migration transformation, capacity expansion and the like. For example, during peak hours of domestic electricity consumption in summer, important holidays (e.g., labor festival, national celebration festival, spring festival, etc.), special events (e.g., college entrance examination, etc.), etc., power grid equipment power outage operation is not or is rarely scheduled, i.e., a planned power outage window of an operation and maintenance power distribution network is not scheduled to be in such periods. This is favorable to guaranteeing society, resident's power consumption demand, improves resident's life comfort.

In the embodiment of the invention, optionally, the outage plan is used for indicating the operation and maintenance distribution network to execute corresponding outage operation and maintenance operation. Therefore, by implementing the embodiment of the invention, the corresponding power outage equivalent parameter can be determined according to the planned power outage window of the operation and maintenance power distribution network, and further the power outage plan of the operation and maintenance power distribution network is generated according to the planned power outage window, the power outage equivalent parameter and the preset power outage class table, so that the planned power outage service management level can be improved, and the operation safety risk of the power distribution network is reduced.
In an alternative embodiment, before generating the outage plan of the operation and maintenance power distribution network according to the planned outage window, the outage equivalent parameter, and the preset outage level table in step 103, the method further includes:
acquiring a historical power outage plan of the operation and maintenance power distribution network;
according to the historical power outage plan of the operation and maintenance power distribution network, determining the plan execution rate and the plan power outage rate of each operation and maintenance unit;

In this alternative embodiment, optionally, the planned execution rate is used to indicate the planned execution condition of the operation and maintenance unit, and the planned outage rate is used to indicate the ratio of the planned outage times of the operation and maintenance unit to the total outage times. For example, according to a historical power outage plan of an operation and maintenance power distribution network, analyzing the power outage month plan time and plan development condition of a certain historical year of each operation and maintenance unit, determining that the plan has no period change or is cancelled as month plan accuracy, otherwise, determining that month plan is inaccurate, and further calculating the ratio of the month number of the operation and maintenance unit, which is determined to be month plan accuracy in the historical year, to the total number of months in the preset interval to obtain the year plan execution rate of the operation and maintenance unit in the historical year. Similarly, the planned time and planned development condition of the outage day in a certain historical month of each operation and maintenance unit are analyzed, and the planned execution rate of the operation and maintenance unit in the month of the historical month can be obtained.
In this optional embodiment, optionally, according to the historical power outage plan of the operation and maintenance power distribution network, a power outage request form of each historical year of each operation and maintenance unit is analyzed, a power outage work planned in advance by a preset date (for example, 7 days in advance) is defined as a planned power outage, a power outage work planned in advance by a preset date is defined as an unplanned power outage, further, a ratio between the power outage work number of each historical year defined as the planned power outage and the total number of power outage works of the corresponding historical year is calculated, and the planned power outage rate of the operation and maintenance unit in each historical year is obtained, so that the planned power outage rate of the current year of the operation and maintenance unit is determined.
In this alternative embodiment, optionally, the outage priority of an operation and maintenance unit is equal to the planned execution rate combination value of the operation and maintenance unit plus the planned outage rate combination value. Optionally, the planned execution rate integrated value is equal to the planned execution rate of the operation and maintenance unit in all years and the planned execution rate of each month added in a preset proportion, and the planned outage rate integrated value is equal to the planned outage rate of the operation and maintenance unit in all years and the planned outage rate of each month added in a preset proportion. For example, the planned execution rate integrated value of the operation and maintenance unit=the planned execution rate of the current year 80% + the planned execution rate of the current month 20%, and similarly, the planned outage rate integrated value of the operation and maintenance unit=the planned outage rate of the current year 80% + the planned outage rate of the current month 20%.
Therefore, according to the alternative embodiment, the planned execution rate and the planned outage rate of each operation and maintenance unit can be determined according to the historical outage schedule of the operation and maintenance power distribution network, so that the preset outage class table of the operation and maintenance power distribution network is determined, the accuracy of outage priority of the operation and maintenance unit can be improved, an accurate data basis is provided for the follow-up step, and the planned outage service management level can be improved.
In another alternative embodiment, the step 101 obtains a planned outage window of the operation and maintenance power distribution network, including:
acquiring the expected power outage requirement of the operation and maintenance power distribution network;

In this alternative embodiment, optionally, the historical power outage plan, the historical plan execution rate and the historical plan power outage rate are analyzed through big data technology, the distribution situation of the power outage window in the current year is planned, the characteristics of the annual power outage time window are evaluated, and the expected power protection situation of a plurality of power protection events in the current year is wholesale or automatically input by a technician through a system, so that the system judgment accuracy of the planned power outage window is improved.
Therefore, according to the alternative embodiment, the planned power outage window of the operation and maintenance power distribution network can be obtained according to the historical power outage plan, the expected power outage demand and the power protection parameters of the operation and maintenance power distribution network, the accuracy of the planned power outage window can be improved, negative phenomena such as window conflict and overlapping are reduced, and the planned power outage service management level is further improved.
Example two
Referring to fig. 2, fig. 2 is a flow chart of a power outage plan generation method according to an embodiment of the present invention. The power outage plan generation method described in fig. 2 may be applied to a scenario where a power outage plan needs to be generated daily, which is not limited by the embodiment of the present invention. Optionally, the method may be implemented by a power outage plan generating system, where the power outage plan generating system may be integrated in a power outage plan generating device, may exist independently of the power outage plan generating device, or may be a local server or a cloud server for processing a power outage plan generating flow, and the embodiment of the present invention is not limited. As shown in fig. 2, the power outage plan generation method may include the operations of:
201. And acquiring a planned power outage window of the operation and maintenance power distribution network.

In the embodiment of the invention, optionally, the equivalent deviation parameter is used for indicating the deviation condition of each operation and maintenance unit among the expected sub-outage equivalents of a plurality of sub-time periods, and the outage work equivalent of the operation and maintenance power distribution network in each preset time period in the current year is determined based on the big data analysis result according to the planned outage window. For example, the expected sub-outage equivalent deviation of the operation and maintenance power distribution network in each quarter of the current year is controlled to be between-5% and +5%; the expected sub-power failure equivalent deviation among months in a certain quarter is controlled to be between-10% and +10%; the estimated sub-outage equivalent deviation of each working day in a certain month is controlled to be between-15% and +15%.
In the embodiment of the invention, a technician can manually adjust the working equivalent of the operation and maintenance power distribution network in any period (such as the whole year, a quarter, a month, a day, a period and the like) according to the temporary service requirement, so as to meet the occasional special situation. For example, the workday may be divided into peak hours (e.g., 8:00-10:00, 14:00-16:00, etc.) and off-peak hours, with the working equivalent of the peak hours being set to 75% of the working equivalent of the day and the off-peak hours to 25% of the working equivalent of the day.

Therefore, by implementing the embodiment of the invention, the corresponding power outage equivalent parameter can be determined according to the planned power outage window of the operation and maintenance power distribution network, and further the power outage plan of the operation and maintenance power distribution network is generated according to the planned power outage window, the power outage equivalent parameter and the preset power outage class table, so that the planned power outage service management level can be improved, and the operation safety risk of the power distribution network is reduced; the equivalent deviation parameters of the operation and maintenance power distribution network can be determined according to the planned power outage window and the power outage equivalent parameters, so that a power outage plan of the operation and maintenance power distribution network is generated, the relative homoenergetic of power outage equivalent can be ensured, the accuracy of the power outage plan is improved, and the running safety risk of the power grid is further reduced.
In an alternative embodiment, the generating the outage plan of the operation and maintenance power distribution network according to the equivalent deviation parameter and the preset outage level table in step 204 includes:
judging whether a first operation and maintenance unit which does not meet a preset deviation condition exists in the operation and maintenance power distribution network according to the equivalent deviation parameter;
when at least one first operation and maintenance unit exists in the operation and maintenance power distribution network, generating an equilibrium control parameter of each first operation and maintenance unit according to the equivalent deviation parameter and the power failure equivalent parameter;
and generating a power outage plan of the operation and maintenance power distribution network according to the preset power outage class table and all the balance control parameters.
In this alternative embodiment, optionally, the equalization control parameter is used to control the first operational maintenance unit to autonomously adjust the expected outage equivalent for the corresponding period of time. Further optionally, according to the determined equivalent deviation parameters of the operation and maintenance power distribution network, the average value of power outage working equivalent deviations in each preset time period is monitored in real time, when a first operation and maintenance unit exists and the predicted power outage equivalent deviation value of the first operation and maintenance unit is not in a preset deviation range, an equalization control parameter of the first operation and maintenance unit is generated, the corresponding predicted power outage equivalent is controlled by the first operation and maintenance unit according to the equalization control parameter, the adjusted predicted power outage equivalent deviation value is in the preset deviation range, the power outage working equivalent relative uniformity throughout the year is guaranteed, the phenomenon of busy and idle non-uniformity among quarters is avoided, and meanwhile, the workload of unified equalization delivered to a dispatching department by each department is reduced.
Therefore, when at least one first operation and maintenance unit exists in the operation and maintenance power distribution network, the optional embodiment can generate the corresponding balance control parameter of each first operation and maintenance unit so as to assist in generating the power outage plan of the operation and maintenance power distribution network, so that the intelligent level of generating the power outage plan can be improved, and further, the power outage service management level of the planning can be improved.
In another alternative embodiment, before generating the outage plan of the operation and maintenance power distribution network according to the preset outage level table and all the equalization control parameters in the above steps, the method further includes:
judging whether a second operation and maintenance unit which accords with a preset window scheduling condition exists in the operation and maintenance power distribution network according to the planned power failure window;

Therefore, the optional embodiment can generate the window scheduling parameters of the operation and maintenance power distribution network when judging that at least one second operation and maintenance unit exists in the operation and maintenance power distribution network so as to assist in generating the power outage plan of the operation and maintenance power distribution network, and can improve the intelligent level of generating the power outage plan and further improve the power outage service management level of the plan.
In yet another optional embodiment, in the process of performing the corresponding planned outage operation on the operation and maintenance power distribution network, the method further includes:
acquiring meteorological parameters of an area where the operation and maintenance power distribution network is located;
predicting a power failure interference index of an area where the operation and maintenance power distribution network is located according to the meteorological parameters, and judging whether the power failure interference index is larger than a preset index threshold value or not;
when the power failure interference index is judged to be larger than a preset index threshold, generating a plan updating parameter of the operation and maintenance power distribution network according to the meteorological parameters and the power failure interference index;

In this alternative embodiment, the meteorological parameters are optionally used to indicate the current and/or predicted meteorological conditions of the region in which the operation and maintenance distribution network is located. Further optionally, according to the meteorological parameters, the influence degree of historical meteorological on the outage plan is combined, and the outage interference index of the current year of the region where the operation and maintenance power distribution network is located is predicted. For example, typhoons occur frequently in 7 and 8 months each year in the area of the typhoons in China historically, and the influence degree on the operation and maintenance work of power failure is large, so that the expected power failure interference index of the current year of the operation and maintenance power distribution network in the area in 7 and 8 months can be predicted to be large. Similarly, the current weather condition of the region where the operation and maintenance power distribution network is located is assumed to have larger change (such as sudden crosswind and the like), and the current outage interference index of the region can be determined to be larger. Further optionally, when the outage interference index is greater than a preset index threshold, generating a plan update parameter of the operation and maintenance power distribution network, and updating a corresponding outage plan window and/or outage plan equivalent in the generated outage plan according to the plan update parameter, so that the outage interference index predicted in the process of executing the updated planned outage operation is smaller than the preset index threshold.
Therefore, according to the alternative embodiment, the corresponding power outage interference index can be predicted according to the meteorological parameters of the region where the operation and maintenance power distribution network is located, and when the power outage interference index is larger than the preset index threshold value, the corresponding plan update parameters are generated to update the power outage plan, so that the power outage plan can be prevented from being interfered by meteorological factors, the practicability of the power outage plan is further improved, and meanwhile, the running safety risk of the power grid is also reduced.

As shown in fig. 3, the power outage plan generation apparatus may include:

acquiring a planned outage window of an operation and maintenance power distribution network, wherein the operation and maintenance power distribution network comprises at least one operation and maintenance unit, and the planned outage window is used for indicating a time period for each operation and maintenance unit to execute power outage operation and maintenance operation;
determining a power outage equivalent parameter of the operation and maintenance power distribution network according to the planned power outage window, wherein the power outage equivalent parameter comprises the expected power outage equivalent of the operation and maintenance power distribution network in a preset time length;
And generating a power outage plan of the operation and maintenance power distribution network according to the planned power outage window, the power outage equivalent parameter and a preset power outage class table, wherein the power outage plan is used for indicating the operation and maintenance power distribution network to execute corresponding power outage operation and maintenance operation.

The power outage plan generation method of claim 1, wherein prior to said generating a power outage plan for said operation and maintenance power distribution network in accordance with said planned power outage window, said power outage equivalent parameters, and a preset power outage level table, said method further comprises:
acquiring a historical power outage plan of the operation and maintenance power distribution network;
determining a planned execution rate and a planned power failure rate of each operation and maintenance unit according to the historical power failure plan of the operation and maintenance power distribution network, wherein the planned execution rate is used for indicating the planned execution condition of the operation and maintenance unit, and the planned power failure rate is used for indicating the ratio of the planned power failure times of the operation and maintenance unit to the total power failure times;
and determining the power outage priority of each operation and maintenance unit according to all the planned execution rates and all the planned power outage rates, and determining a preset power outage level table of the operation and maintenance power distribution network according to the power outage priorities of all the operation and maintenance units.
3. The method for generating a power outage plan according to claim 1, wherein the step of obtaining a planned power outage window of the operation and maintenance power distribution network comprises:
acquiring the expected power outage requirement of the operation and maintenance power distribution network;
determining a power protection and supply parameter of the operation and maintenance power distribution network according to the expected power failure requirement, wherein the power protection and supply parameter is used for indicating the expected power protection and supply condition of at least one power protection and supply event;
and acquiring a planned power failure window of the operation and maintenance power distribution network according to the historical power failure plan, the expected power failure requirement and the power protection parameters acquired in advance by the operation and maintenance power distribution network.
4. The power outage plan generation method according to claim 2, wherein the preset time length comprises a plurality of sub-time lengths;
and generating a power outage plan of the operation and maintenance power distribution network according to the planned power outage window, the power outage equivalent parameter and a preset power outage class table, wherein the power outage plan comprises:
determining an equivalent deviation parameter of the operation and maintenance power distribution network according to the planned power outage window and the power outage equivalent parameter, wherein the equivalent deviation parameter is used for indicating deviation conditions of each operation and maintenance unit among a plurality of estimated sub-power outage equivalents of the sub-time length;
And generating a power outage plan of the operation and maintenance power distribution network according to the equivalent deviation parameter and the preset power outage class table.
5. The method for generating a power outage plan according to claim 4, wherein generating the power outage plan for the operation and maintenance power distribution network according to the equivalent deviation parameter and the preset power outage level table comprises:
judging whether a first operation and maintenance unit which does not meet a preset deviation condition exists in the operation and maintenance power distribution network according to the equivalent deviation parameter;
when at least one first operation and maintenance unit exists in the operation and maintenance power distribution network, generating an equalization control parameter of each first operation and maintenance unit according to the equivalent deviation parameter and the power failure equivalent parameter, wherein the equalization control parameter is used for controlling the first operation and maintenance unit to execute corresponding equalization equivalent operation;
and generating a power outage plan of the operation and maintenance power distribution network according to the preset power outage class table and all the balance control parameters.
6. The power outage plan generation method of claim 5, wherein prior to said generating the power outage plan for the operation and maintenance power distribution network according to the preset power outage level table and all of the equalization control parameters, the method further comprises:
Judging whether a second operation and maintenance unit which accords with a preset window scheduling condition exists in the operation and maintenance power distribution network according to the planned power outage window;
when at least one second operation and maintenance unit exists in the operation and maintenance power distribution network, generating window scheduling parameters of the operation and maintenance power distribution network according to the preset power failure level table, wherein the window scheduling parameters are used for adjusting the time period for executing power failure operation and maintenance operation by all the second operation and maintenance units;
and generating a power outage plan of the operation and maintenance power distribution network according to the preset power outage class table and all the balance control parameters, wherein the power outage plan comprises:
and generating a power outage plan of the operation and maintenance power distribution network according to the window scheduling parameters, the preset power outage class table and all the balance control parameters.
7. The blackout plan generation method according to any one of claims 1 to 6, wherein during execution of the respective planned blackout operation by the operation and maintenance distribution network, the method further comprises:
acquiring meteorological parameters of an area where the operation and maintenance power distribution network is located, wherein the meteorological parameters are used for indicating current meteorological conditions and/or predicted meteorological conditions of the area where the operation and maintenance power distribution network is located;
Predicting a power failure interference index of an area where the operation and maintenance power distribution network is located according to the meteorological parameters, and judging whether the power failure interference index is larger than a preset index threshold;
when the power outage interference index is judged to be larger than the preset index threshold, generating a plan updating parameter of the operation and maintenance power distribution network according to the meteorological parameter and the power outage interference index;
